The City of Laredo is seeking an experienced, dynamic, and forward-thinking Assistant City Manager to join our team. The ideal candidate will possess strong leadership skills, a proven track record in municipal management, and a deep commitment to public service. The Assistant City Manager (ACM) is a key position to the City of Laredo, serving on the City's Executive Team. The ACM is responsible for leading the development, implementation, and administration of strategic organizational operations in conjunction with the City Manager and/or Deputy City Manager. The ACM will play a vital role in directing and overseeing the work of various departments. Actual departments assigned will depend on the chosen candidate's background and experience. The ACM frequently makes presentations to the City Council and represents the City with local, state, national organizations, and the community, to create support for organizational programs.

ESSENTIAL DUTIES & RESPONSIBILITIES

The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description.

  • Provides overall direction and facilitation of multiple departmental operations.

  • Evaluates the performance within assigned City departments, program categories, and/or services to ensure prompt, efficient and effective service delivery.

  • Provides direction and guidance to assigned areas, which includes budget administration, policy direction, strategic planning and/or other related areas.

  • Oversees the direction of applicable City departments with other government entities and/or contracted agencies. Confer with Directors and staff to review, plan, and discuss policies, programs, strategies, and/or other issues of concern.

  • Coordinates, administers, and implements the City's operating and capital improvement budgets, including determining the City's operational and capital improvement needs, and developing the plan for funding these needs.

  • Develops the long-range and annual financial plan for the City and assures that the revenues and expenditures are on-line. Develops plans to implement changes when needed, so that the City remains financially secure, while ensuring long-range goals are met.

  • Plans, directs, coordinates, and monitors the operation of various assigned departments.

  • Plans, schedules, and assigns work; instructs and trains employees in proper methods and procedures; checks and approves work in-progress and upon completion; makes recommendations regarding employee job performance and conducts performance evaluations; makes final decisions on hiring and salaries.

  • Ensures that departments fulfill requirements of meeting needs of the citizenry in conformance with policy set by City Council through the City Manager's direction. Ensures departments operate smoothly, professionally and in compliance with local, state, and federal rules and regulations; initiates corrective action when needed.

  • Formulates City Council agendas and makes recommendations for items to be included.

  • Provides policy recommendations to the City Manager and City Council for approval, i.e. new ordinances or changes to existing codes.

  • Resolves department disputes and complaints from the general public; builds and maintains effective working relationships with employees and the public.

  • Acts as liaison with federal, state, international, and local public and private entities to coordinate programs or projects in the areas of funding and/or administration; attends meetings with departments and with federal and state officials to achieve funding of needed programs, improvements, and services for the community.

  • Represents the City of Laredo in different meetings with various topics and agendas; maintains up-to-date knowledge and awareness of topics, concerns, and issues affecting the City and public administration in general.

  • Prepares and maintains various reports and records pertaining to department operations; ensures the accuracy and completeness of the same.

  • Recommends new programs and applications to improve the productivity and efficiency of department operations.

  • Reviews and monitors department's budgets; ensures expenditures are within budget limitations; investigates budget discrepancies.

  • Performs other duties as assigned.

  • Ability to give directions to and gain compliance from assigned staff. Ability to perform strenuous and routine work.

  • Ability to maintain a valid Texas Driver License and a good driving record.

  • Ability to maintain harmonious and effective working relationships with other employees and respond to general public complaints.

  • Ability to project a positive and professional image of the City of Laredo.

  • Ability to effectively communicate both orally and in writing in the English language and orally in the Spanish language.

  • Required to comply with all City of Laredo's policies and procedures.

  • Ability to maintain good health and physical condition sufficient to permit the full performance of the duties of the position.

Physical Effort Requirements Position will have the following exposures

  • Office or similar indoor environment, relatively free from unpleasant environmental conditions or hazards.

  • Exerting up to 10 pounds of force occasionally, a negligible amount of force frequently, and/or constantly having to lift, carry, push, pull, or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally, and all other sedentary criteria are met.

Required Education and Experience

  • Bachelor's degree from an accredited college or university in Public Administration, Business Administration, or related field. Master's degree is preferred.

  • At least seven (7) years of progressively responsible experience in municipal management or similar public sector experience, of which at least three (3) years were in a managerial capacity.

Required Licenses or Certifications

  • Valid Texas Driver License. If applicant holds an out-of-state license, a State of Texas Driver License must be obtained within 6 months of employment.

As part of the minimum requirements for all positions with the City of Laredo, a thorough background check and certified school transcripts will be required from all applicants who are offered employment.

Effective February 24, 1997, all selected applicants are required to undergo a drug and alcohol test prior to employment.

Effective January 7, 2008, all persons in safety-sensitive functions/positions, as per City of Laredo Drug and Alcohol Policy definition, shall be subject to random drug and alcohol testing.
