Duties / Responsibilities

WHAT YOU'LL DO:

This role is the sixth level in the Engineering Series. Incumbent is responsible for assisting with the overall planning, direction, and operation of the Engineering Department, including the planning, design, and construction of public works projects. This class performs highly responsible engineering work of an administrative and technical nature in assisting in directing the activities of the Engineering Department. The Assistant City Engineer works with other city departments, outside agencies, and citizens regarding engineering, construction, and related activities; and performs related duties as required.

Specifically, as the Assistant City Engineer you will...

  • Supervises staff to include: prioritizing and assigning work; conducting performance evaluations; ensuring staff are trained; ensuring that employees follow policies and procedures, maintaining a healthy and safe working environment; making hiring, termination, and disciplinary recommendations.

  • Develops engineering division goals and strategies, ensuring alignment with department (or City) strategies; manages daily operations to ensure alignment with division goals and strategies.

  • Reviews construction plans for compliance with codes, regulations, and standards, adequacy of applications for permits and compliance with approved plans; and authorizes permits.

  • Designs and recommends engineering project plans and specifications, related to public works improvements and maintenance for water, sanitary sewer, drainage, streets etc. This includes developing short and long-term capital improvement plans, forecasting budget needs for capital improvement projects, design calculations and preparing project estimates.

  • Administers construction contracts; negotiating contracts and change orders.

  • Responds to public or other inquiries and resolve concerns and questions related to engineering procedures on specific projects and other information.

  • Performs other duties of a similar nature or level.

Qualifications

ABOUT YOU:

A successful candidate will have some or all of the following ...

A bachelor's degree in civil engineering or related field; and 5 years civil engineering or related experience, including 2 years supervisory experience; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed above.

Licensing in:

  • Professional Civil Engineer Registration, registration in the state of Minnesota within 6 months of hire;

  • Valid Driver's License.

Knowledge of:

  • Supervisory principles;

  • Scheduling principles;

  • Advanced principles, procedures and methods related to area of assignment;

  • Applicable Federal, state, and local laws, codes, rules, and regulations;

  • Project management principles and practices;

  • Customer service principles;

  • Capital improvement program planning;

  • Computers and related software applications;

  • Contract administration principles.

Skill in:

  • Monitoring and evaluating staff;

  • Prioritizing and assigning work;

  • Training subordinates on work methods;

  • Managing projects within assigned parameters;

  • Budgeting principles and practices;

  • Project management principles;

  • Administering and coordinating consultant service contracts;

  • Recordkeeping principles;

  • Interpreting and applying policies, procedures, codes, laws, and regulations;

  • Analyzing situations, identifying alternative solutions, projecting consequences of actions, and implementing recommendations;

  • Troubleshooting complex systems problems related to area of assignment;

  • Preparing and maintaining a variety of reports and records;

  • Using computers and related software applications;

  • Communication, interpersonal skills as applied to interaction with subordinates, coworkers, supervisor, the general public, etc. sufficient to exchange or convey information and to receive work direction.
