Assistant City Engineer

Summary: Under general supervision, plans, designs, and manages infrastructure projects for the Public Works Department (PWD); assists the City Engineer with technical reviews, design development and evaluation, and project management; assures compliance with state and federal regulations and City policies, procedures, and goals.

Essential duties and responsibilities may include, but are not limited to, the following:

  • Assists with directing City Engineering division operations, projects, programs and staff.

  • Plans, designs, and manages municipal infrastructure projects, including water, sewer, streets, drainage, pavements and floodplain management components; writes technical and analytical reports and makes technical estimates of a specialized nature.

  • Manages engineering, surveying and technical drafting operations and staff.

  • Manages floodplain ordinances and issues; reviews building plans within the flood zone and assists homeowners with insurance and construction regulations; explains flood hazards, rules, regulations, and the permitting process; prepares elevation certificates and letters of map change.

  • Maintains records and generates reports for compliance with federal disaster management programs, including National Flood Insurance Program (NFIP) and Community Rating System (CRS); maintains floodplain management maps and Federal Emergency Management Agency's (FEMA) maps.

  • Reviews building permits/subdivision plans for compliance with City construction standards and ordinances.

  • Develops statistical/predictive models for water and sewer distribution, hydraulics and hydrology.

  • Directs, coaches and trains staff and evaluates performance; meets regularly with staff to discuss and resolve priorities, workload, resource allocation, quality standards and technical issues.

  • Manages the collection, analysis and reporting of engineering project data; reviews technical documents and other records to evaluate data quality and accuracy; identifies and corrects errors and inconsistencies in documents and reports; coordinates plans and issues with other state and regional agencies.

  • Analyzes operational information, evaluates trends and assures engineering issues are properly addressed and resolved; encourages new ideas and collaborative approaches to solving problems.

  • Supports the departmental operations with regular and timely attendance.

  • Supports the relationship between the City of Odessa and the general public by demonstrating courteous and cooperative behavior when interacting with visitors and City staff; maintains confidentiality of work-related issues and City information; performs other duties as required or assigned.

Minimum Qualifications:

Education, Training and Experience Guidelines: Bachelor's Degree in Civil Engineering is required; AND five years' experience in construction management, project management and civil engineering in the public sector required. A minimum of two (2) years in a supervisory capacity is required. AutoCAD and Civil 3D experience preferred but not required.

Knowledge of:

  • Fundamentals of civil engineering, mathematics, and physics.

  • Methods, materials, and equipment used in public works construction projects.

  • Principles and practices of government project design, bid procedures, project management, and methods of evaluating construction contract compliance.

  • Principles of evaluating and managing municipal infrastructure development and water resource issues.

  • Federal and state codes and regulations governing civil engineering, including FEMA, NFIP, and Texas Commission on Environmental Quality (TCEQ) water quality and permit programs.

  • Principles and practices of administrative management, including personnel rules, cost accounting, budgeting, procurement, contract management, and employee supervision.

  • Principles of Information Technology, including Geographic Information Systems and AutoCAD

Skill in:

  • Analyzing issues, evaluating alternatives, and making logical recommendations based on findings.

  • Interpreting and applying engineering standards and procedures, federal and state rules and regulations, and City policies and procedures.

  • Analyzing and evaluating technical engineering data and construction documentation.

  • Checking designs, details, estimates, plans, and specifications of engineering projects.

  • Interpreting technical instructions and analyzing complex variables.

  • Reviewing and verifying mathematical calculations.

  • Assessing and prioritizing multiple tasks, projects, and demands.

  • Establishing and maintaining cooperative working relationships with City employees, officials, and representatives from other local, state, and federal agencies.

  • Supervising and leading staff, and delegating tasks and authority.

  • Operating a personal computer utilizing a variety of business software.

  • Communicating effectively verbally and in writing.

License and certification requirements: A valid Texas State Driver's License is required. Registration as a Professional Engineer by the Texas Board of Professional Engineers and Certification as a Floodplain Manager (CFM) from the Association of State Floodplain Managers are required within one year of employment.
