Definition
This is a senior-level, professional staff, full-time position in the City's Public Works Department. An individual in this position assists the City Engineer and Director of Public Works in managing, directing and coordinating activities of all activities related to the review, approval and acceptance of new developmental projects, floodplain administration, traffic engineering and operations and Capital Improvement Program (CIP) implementation within the Public Works Department.
Examples of Work
Manage, maintain and improve the City's membership in the National Flood Insurance Program (NFIP) and the Community Rating System (CRS).
Develop and implement mobility and drainage capital improvement master plans and projects.
Review, evaluate, and comment on drainage impact analysis (DIA), traffic engineering plans and traffic studies\traffic impact analysis (TIA) for commercial, residential, and capital development projects to ensure compliance with federal, state, and local codes, ordinances, regulations, standards, and specifications.
Provide engineering assistance to traffic operations and advice on all matters pertaining to transportation, streets, traffic, ITS (Intelligent Transportation Systems), and equipment for public facilities and grounds.
Manage consultants, contractors and other involved during the planning, preliminary design, design development bidding, permitting, construction, final occupancy, project closeout, and warranty phase of the City's Public Safety, Drainage, Transportation, Parks, Facilities, Water, and Wastewater capital and operational projects.
Supervise, coordinate and manage a variety of engineering and permitting activities and personnel to identify, evaluate, manage and monitor the floodplain areas and watersheds in the City.
Conduct field reviews and inspections of traffic signal systems and equipment; monitor, analyze, and recommend solutions to resolve existing traffic issues or conditions.
Make presentations to City Council, Commissions and citizens' groups as directed; serve as staff to Council committees; work with other departments on matters of mutual concern and to accomplish department objectives; and communicate City programs and policies to departmental staff.
Serve as part of the Emergency Management Team and respond to natural disasters and other emergency operations.
Provide engineering assistance and advice on all matters pertaining to streets, traffic, drainage, sewer and water utilities, and buildings and equipment for public facilities and grounds.
Performs the duties of the City Engineer in the event of their absence.
Perform other related duties as assigned.
Subject to 24-hour recall.
Education, Experience, or Certification
Bachelor of engineering degree, or a closely related field, from an accredited college or university, a minimum of five (5) years related professional experience, and possession of a valid Texas Professional Engineer License are required.
Possession of a valid Professional Traffic Operations Engineer (PTOE) certification or ability to obtain the same within 2-years is preferred.
