Job Summary:

The Greeley City Attorney's Office is seeking an attorney to join our team. This position may be filled at the Attorney I or Attorney II level, depending on the qualifications of the applicants. The chosen attorney will provide legal counsel to the officers, employees, and departments of the City on a variety of municipal law topics. Preference will be given to candidates who have expertise in land use and real estate, or employment law. The attorney may handle litigation matters before local, state, and federal courts, and before administrative tribunals.

Experience, Knowledge, Skills:

Minimum Requirements

  • Bachelor's degree gained through a four-year college or university program.

  • Juris Doctorate degree or equivalent from accredited law school.

  • Licensed to practice law in the State of Colorado

  • (or if application is pending, admission to practice within 60 days of hire date)

Level II

  • A minimum of five years of legal practice experience is necessary to qualify for the Attorney II position.

Preferred

  • Training or experience in municipal law is preferred.

  • For the Attorney II position, expertise founded on wide experience in a discipline or field requiring comprehensive understanding of a combination of involved practices, precedents, facts, and conditions, or in a broad group of business systems is expected. At this level, knowledge has been supplemented by substantial work experience or enhanced by additional schooling in a specialized field to meet job requirements.

Knowledge, Skills, and Abilities

  • Communication skills to effectively convey information to elected officials, the public, and City employees both in person and on the telephone.

  • Ability to sit or stand for extended periods of time.

  • By means of note-taking or mental capacity, be able to recall information presented in meetings and/or court environments to be able to assert the City's position.

  • Knowledge of the business and organizational structure of Colorado municipalities.

  • Collaboration skills, including the ability to work with others from different areas and backgrounds to reach a common goal.

  • Ability to operate a personal computer, including the ability to utilize various programs including, but not limited to, Microsoft 365, Adobe Professional, case matter management programs, legal research programs.

  • Interpersonal skills, including the ability to facilitate interaction, communication, and teamwork between others.

  • Oral, written, and listening communication skills, including the ability to accurately interpret what others are saying and convey messages, information, concepts, and details accurately and clearly.

  • Organizational skills, including the ability to set and meet goals and deadlines, manage appointments, create schedules, coordinate and facilitate meetings, and make decision.

  • Ability to work under pressure, manage multiple concurrent and competing tasks and responsibilities, and adapt to changing priorities while maintaining personal effectiveness.

Essential Functions:

Legal Representation and Guidance

  • Provide sound legal advice and representation to the officers, employees, and agencies of the City including representing the City in court proceedings and administrative hearings before municipal and state courts and administrative agencies.

  • Provide case and matter management including motions practice, civil discovery, and depositions. Draft legal briefs. Prepare and present oral argument.

  • Represent the interests of the City, develop relationships with allied agencies, and coordinate inter-agency efforts that are aligned with City projects.

Legal Research and Collaboration

  • Conduct detailed legal research on complex topics. Draft legal advice letters, memoranda, and formal written legal opinions.

  • Coordinate work with other attorneys and paralegals.

Contractual Preparations

  • Prepare contracts and other transactional documents. Draft ordinances, resolutions and other legal documents required to complete city projects and initiatives.

Meetings

  • Attend meetings of city departments and work groups to provide analysis of legal issues and to provide legal advice necessary to develop appropriate policies and procedures and to formulate rules and regulations for the administration of City government.

  • Attend and participate as a representative of the City in meetings of local and regional governments and related entities regarding matters of importance to City projects.

Occupational Relevance and Training

  • Maintain subject-matter files in case management system. Update forms to reflect changes in legislation and case law. Develop training materials and other client communications.

  • Participate in continuing legal education programs.

  • Other job duties may be assigned.

Work Environment:

  • Work is primarily performed in an office environment.

  • Light to moderate physical effort that includes frequent standing or walking or maintaining arms and hands in the same position for repetitive tasks. Frequently works with light objects and light hand tools.

  • Vision enough to interpret computer screens and documents to assist the public and complete work assignments; specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.

  • Manual dexterity enough to accurately input, retrieve and verify work assignments; employee is regularly required to use hands to finger, handle, or feel and reach with hands and arms.

  • Ability to sit or stand for extended periods of time in courtroom and by means of note-taking or mental capacity, be able to recall information presented in courts to be able to assert the City's position.

  • Communication skills to effectively convey information to the court, public and other City employees both in person and on the phone.

  • The City of Greeley has established a formal telework policy that allows eligible positions, in coordination with their Departments' management team, an opportunity to incorporate a component of remote work into their working schedule. This position will be eligible for consideration under the City's telework policy.
