EXAM NUMBER: W7202H TYPE OF RECRUITMENT: Interdepartmental Promotional Opportunity (Restricted to permanent employees of the County of Los Angeles who have successfully completed their initial probationary period). DEFINITION: Has immediate responsible charge of all shifts in a facility operating a small high pressure heating plant or a single plant facility, or combined cycle or co-generation facility; or supervises a single shift in a facility operating a larger high pressure heating plant.
CLASSIFICATION STANDARDS: Positions allocable to this class typically report to a Chief Stationary Engineer and have full responsibility for the operation of a high pressure heating plant with a boiler capacity between 400-1000 h.p.
OR- Supervise a shift in a large combined high pressure heating and refrigeration plant, -OR- Has responsibility for all shifts in a major hospital building, combined cycle facility, or equipment, and related mechanical and electrical systems.
All incumbents must have a good working knowledge of the principles and practices of high-pressure heating and refrigeration, effective verbal and written communication skills, and the ability to exercise the basic principles of supervision.
Essential Job Functions Plans, schedules, and supervises the operation of manual and automatic gas or oil fired high pressure steam or high temperature hot water boilers.
Schedules and supervises the periodic inspection, adjusting, calibrating or maintenance and repair of heating and refrigerationplant controlequipment.
Determines work schedules and inspects the work of subordinate Stationary Engineers and Stationary Engineer Control Specialists to ensure compliance with instructions and state, local, and other safety codes.
Ensures compliance with all regulatory agency codes, rules, and requirements.
Monitors and supervises the refurbishment and/or improvement to facilities through completion, and schedules shift operations to coincide with construction projects.
Schedules and supervises the testing of boiler water, condensate, cooling tower waterand water from other sources and the adding of corrective chemicals.
Supervises the maintenance of logs of plant operations and maintenance and repair logs.
Prepares written reports regarding heating and refrigeration operation as well as regulatory agencies.
Prepares for and assists in the annual inspection of heating and refrigerationplant equipment to ensure compliance with operation, maintenance and repair standards.
Supervises and orders supplies and recommends the purchase of additional equipment for the plant facilities.
Plans, schedules, and supervises the operation of central or other refrigeration equipment or the operation of the physical plant of a healthcare facility.
Drives a vehicle to and from work sites in order to perform job-related essential functions.
Requirements MINIMUM REQUIREMENTS: Three years' experience in the operation and maintenance of high pressure gas or oil fired boilers, refrigeration equipment and auxiliaries, one year of which must have been at the level of Stationary Engineer II.* LICENSES & CERTIFICATION (REQUIRED): A valid California Class C Driver License or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions.
An Unlimited Steam Engineer's License issued by the City of Los Angeles' Department of Building and Safety.
Environmental Protection Agency (EPA) approved Universal Technician Certificate in compliance with Federal license requirements as provided in Chapter V, Section 608.
Some positions may be required to hold a Steam Engineer License with Turbine Endorsement.
PHYSICAL CLASS: 3 - Moderate.
Includes standing or walking most of the time, with bending, stooping, squatting, twisting, and reaching; includes working on irregular surfaces, occasionally lifting objects weighing over 25 pounds, and frequent lifting of 10-25 pounds.
SPECIAL REQUIREMENT INFORMATION: *Experience at the level of Los Angeles County's Stationary Engineer II is defined as having responsibility on a shift for the operation and maintenance of a combined high-pressure heating and central refrigeration plant
OR - in a very large facility, has responsibility on a shift for assignments which include either the operation and maintenance of a high-pressure heating plant or refrigeration plant
OR - is assigned to a geographic area of major multi-hospital medical center which requires maintenance and operation of steam reducing stations, ventilation and refrigeration equipment, and various mechanical and electrical equipment and controls.
DESIRABLE QUALIFICATIONS: An Unlimited Steam Engineer License with Turbine Endorsement issued by the City of Los Angeles' Department of Building and Safety.
Demonstrated experience leading or supervising a team of stationary engineers and/or craft personnel.
Demonstrated experience operating and maintaining co-generation equipment.

Candidates must achieve a passing score of 70% or higher on eachweighted part of the examination in order to be placed on the Eligible List.
ELIGIBILITY INFORMATION: The names of candidates receiving a passing grade in the examination will be placed on the Eligible List in the order of their score group for a period of twelve (12) months following the date of promulgation.
