Non-exempt; full-time; 40 hours per week; varied days, varied shifts; full-benefits
This highly skilled, technical and supervisory position is responsibility for the operation, maintenance, repair and management of Frederick County owned or operated Water Treatment Systems. Primary emphasis is placed on maintaining compliance with all appropriate State and Federal regulations. Supervision is given to Operators IV-trainee; supervision is received from the Chief Operator and/or the Superintendent of Water Purification/Distribution.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES
Assist in supervision of water treatment plant operations personnel
Supervise and follow-up on employee performance; conduct performance evaluations; assist employees with career advancement through on-the-job, proficiency level training.
Supervise and perform all aspects of operations and maintenance related to water treatment plants, water pumping station and conveyance systems
Evaluate and enforce all safety directives
Enforce a strict program of preventive maintenance for all mechanical equipment
Assist in developing and accessing Standard Operating Procedures for equipment operation and maintenance to assure optimum performance with minimal impact on treatment processes and the environment
Maintain manual and computerized records, job task tracking, non-compliances, etc; compile and prepare reports for submission to regulatory authorities
Assist in the preparation of reports, budgets and other mandated directives, work order processing, etc.; participate in the review of system expansion plans
Maintain all inventories; utilize automated procurement system to order, verify and track purchases
Direct general labor tasks to maintain buildings and grounds including facility cleaning, painting, lawn maintenance and custodial work
Participate in facility and equipment repairs, maintenance and inspections.
Participate with distribution system tasks; including fire hydrant testing/maintenance and valve testing/maintenance
Investigate customer complaints and aid in providing timely resolutions
In the absence of the Chief Operator, assume administrative and supervisory duties of that position
Perform other related duties as required
QUALIFICATIONS AND REQUIREMENTS
High school graduation, or the equivalent
Minimum 7 years experience in the operation and maintenance of class IV water treatment plants or equivalent Operator work experience from another state
Minimum2 years experience directing the work of others
Possession of a Class 4 Water Treatment Operator certification issued by the Maryland Board of Waterworks and Waste System Operators - certification must be maintained throughout employment.
Ability to obtain a Maryland Water Treatment Superintendent's certification within one (1) year of hire date. Certification must be maintained throughout employment.
Possession of a valid automobile operator's license with the ability to obtain and maintain a Frederick County Employee Driving Permit
KNOWLEDGE / SKILLS / ABILITIES:
Effective computer skills, including the ability to access and utilize MS Office Suite software with the ability to use automated procurement and work order software.
Ability to effectively evaluate facility priorities, schedule operating workloads and coordinate equipment maintenance and repairs, including the ability to effectively assess equipment performance and identify appropriate repair or service.
Ability to use automated procurement and work order software.
Ability to effectively read and analyze gauges, meters and level indicators and interpret those readings
Strong mechanical skills, including the ability to perform routine preventative maintenance on pumps and other related equipment; the ability to replace pumps and motors, as well as perform minor plumbing.
Working knowledge of programmable logic controllers
Ability to effectively supervise, direct and follow-up the work performance of others
Ability to effectively read and interpret blueprints, plans and design drawings
Extensive knowledge of potential hazards associated with this work (e.g. confined space entry, hazardous energy lockout and tagout, etc.), with ability to effectively evaluate job sites, identify potential hazards and implement appropriate safety precautions
Strong and effective written and spoken (English) communication skills, including the ability to prepare and maintain accurate, clear and concise forms and reports, and complete related documentation
Ability to develop and maintain effective working relationships with co-workers, regulatory agency representatives and the general public
PHYSICAL REQUIREMENTS / WORKING CONDITIONS:
While working in this position, the employee is required to constantly walk and drive; frequently sit, lift up to 20 pounds and perform repetitive motions; occasionally climb and reach; and rarely stoop/kneel/crouch, crawl, lift up to and over 50 pounds, push and pull up to and over 40 pounds
While working in this position, the employee is required to constantly work indoors and outdoors; frequently work in cold temperatures below 32 degrees; occasionally work in hot temperatures above 100 degrees, near machinery, rarely walks on uneven ground, works in dirty, dusty and noisy environments; works in confined spaces, works at heights, works below ground level, works near chemicals or fumes, and is required to wear protective equipment
Physical requirements also necessitate that facial hair is maintained to properly wear self-contained breathing apparatus (SCBA), full and half-piece air purifying respirators and other job-specific safety equipment, and pass annual SCBA fit test throughout employment

Assistant Chief Operators are essential personnel and required to report to work during weather events and/or emergencies when County offices are closed or operating under liberal leave policy
Available on-call for emergencies, which also includes supervisor participation in the Division's Emergency Standby Response Schedule
In concert with the Public Health Security and Bioterrorism Preparedness and Response Act of 2002, verification of employment eligibility and a criminal background check will be conducted
This position is designated as security-sensitive, requiring a satisfactory background investigation conducted by the Frederick County Sheriff's Office in accordance with established Frederick County policy.
