ASSISTANT CHIEF OPERATING OFFICER
12 MONTH, FULL TIME POSITION
Position Overview:
This position reports to the Chief Operating Officer (COO) and is responsible to provide direct support and management oversight for a wide range of operational, administrative and financial services provided by the School District Operations Office to the Cheshire Public Schools.
There is strong potential that the person selected for this position, if they excel and master the responsibilities of the job, may be promoted in the future to assume the position of Chief Operating Officer upon the retirement of the person currently serving in the role.
The leadership team and staff of School District Operations provide all essential back office services necessary to effectively operate the schools including Accounting, Budget Development and Management, Payroll, Human Resources, Employee Benefits, Technology Support, Food and Nutrition Services, Transportation, and Facilities Services.
Essential Position Functions:
Directly manages and/or supports a wide range of operational and administrative functions including school security, facilities use and operations, transportation services, insurance administration, legal matters, student activity fund oversight, grant management, annual audit, bids and procurement, etc.
Provides support, helps to coordinate activities, troubleshoots problems and assists the Directors, Managers, Supervisors and staff of the Accounting, Human Resources, Facilities, Technology, Transportation and Food Service departments.
Actively participates in planning and managing short-term and long-term projects to improve school facilities and works closely with the COO, Superintendent and Director of Facilities Services to develop and manage the Five Year Capital Budget and Expenditure Plan.
Works closely with the COO, Superintendent, Finance Manager and district leadership in the development and management of the annual operating budget.
Assists the COO with special projects and information requests. Also assists with confidential tasks, reports, approvals and communications related to Human Resources, Wages and Benefits, and Collective Bargaining matters.
Communicates, provides support and works collaboratively with the Superintendent of Schools, Assistant Superintendent, Central Office Staff, Board of Education, Town Council, Town Staff, School Principals, Administrators, Directors and Department Managers and all school staff.
Represents the Office of School District Operations and the Chief Operating Officer in internal and public meetings, as necessary, including the Town-wide Executive Safety Committee, Public Building Commission, Energy Commission, Sustainability Committee, etc.
Maintains and oversees the calendar of school district operations to ensure that all periodic and annual filings, reports and deadlines are met.
Additional Duties:
Leads special projects and performs other related duties, as directed by the COO or the Superintendent, for the purpose of ensuring the efficient and effective functioning of the Office of School District Operations and the School District.

Travel Requirements:
Regular travel to and from the 8 Cheshire Public School buildings, Town Hall, and other town buildings will be required. Occasional travel is needed to attend relevant meetings and training sessions out of the district. The district provides mileage and costs reimbursement for any travel beyond the daily commute.
Knowledge, Skills and Abilities Needed:
Highly motivated and organized with ability to effectively manage priorities, meet deadlines, respond to time-constrained requests, and adapt to ever changing demands in a professional manner.
Must be able to respond to and decisively resolve operational problems as well as to suggest and implement long-term operational process and procedural improvements.
Exceptional verbal and written communication skills are required. Able to make presentations and interact effectively with a wide variety of audiences including the Board of Education and Town Council members, administrators, vendors, students, parents and members of the public.
Ability to establish and maintain cooperative and effective relationships with school staff at all levels is essential.
Strong technology skills and ability to learn and use a wide variety of software applications including Munis, Applitrack, Frontline, Maintenance, IT and FS Direct, Google Apps, MS Office, etc.
Solid understanding/experience of accounting and budget management is necessary as are strong math skills.
Ability to maintain confidentiality of information regarding students, employees and others, financial information, collective bargaining information, etc.
Knowledge of state and federal laws relating to public education and public information.
Qualification Profile:
A combination of education and relevant experience to provide the required skills and knowledge for successful performance of the position is necessary. Qualifications include:
A minimum of 5 years of progressively responsible operational, financial or project management experience is necessary. Prior experience working in a public school business office is preferred, but not essential.
This position requires the person selected to already hold an 085 or 092 certification from the State Department of Education, or be willing to obtain an 085 endorsement as a School Business Official within one-year from employment start date.
