MINIMUM REQUIREMENTS:

A bachelor's degree from an accredited college or university with a major in forestry and (4) four years of professional, administrative or supervisory forestry experience; or

A master's degree from an accredited college or university with a major in forestry and (3) three years of experience as described above.

Experience as described above can substitute on a year-for-year basis for the required college education.

In addition, requirements under Florida Statute 633 must be met. NOTE: THE INCUMBENT WILL BE REQUIRED TO COMPLETE THE PRESCRIBED NUMBER OF HOURS OF FIRE RECRUIT TRAINING WITHIN THE PROBATIONARY PERIOD.

Requires possession of a valid driver license.

JOB DUTIES:

The incumbent in this position is required to be fire certified as a forestry firefighter under Chapter 633, F.S., and at any time may be required to perform the tasks of a Certified Wildland Firefighter in accordance with Florida Forest Service (FFS) Policy and Procedure 225.00, Appendix B. Responds to and serves as Incident Commander on large fires. Serves as an instructor participating in live fire exercises for trainees. This position assists in the direction of all activities of the Bureau of Forest Protection of the FFS. The position is responsible for the work planning and evaluation of the bureau staff, formulating policies and procedures and assisting in the development and administration of the bureau budget. Responsibilities also include monitoring statewide wildfire conditions and ensuring resource readiness. Responsible and accountable for managing budget/dollars/resources (staff, vehicles, computers, cell phones, etc.) of any assigned programs in an efficient and accountable manner. Responsible for ensuring that assigned program areas have operational procedures and processes which result in accountability and compliance with FFS and department policies and procedures.

Directs the development, implementation, and evaluation of multi-year work plans for all bureau programs. Directs bureau personnel activities, including performance monitoring and evaluations, and disciplinary actions when necessary. Assists in budget preparation and administration. Represents the Bureau Chief, when absent, in all bureau transactions, including staff meetings, purchasing approval, signing correspondence, personnel actions, and representation with other agencies and outside groups.

Communicates with District and Center Managers on matters related to Forest Protection Bureau program operations, fire resource readiness, and interagency cooperation. Directs bureau staff in periodic field evaluations of bureau programs. Serves as bureau representative at the scene of large, complex fire operations.

Assists the Bureau Chief in preparing reports and correspondence to field personnel, landowners, fire departments, and other agencies. Formulates and recommends administrative policies and procedures related to Forest Protection Bureau programs.

Assists in the review and analysis of Florida Statutes 590, Florida Administrative Code 5I-2 and 62-256, the Federal Clean Air Act, and other local, state, and federal laws and regulations with impact on bureau programs and operations. The incumbent of this position is considered to have regulatory responsibilities and is subject to the provisions of Chapter 60L-36.003, Florida Administrative Code.

Administers the Forest Protection Bureau's emergency response programs, including the Fire Readiness Level Plan, dispatching of the fire suppression resources, and aerial suppression and operations plans.

Serves as Officer-in-Charge on a rotating basis with primary supervision over the FFS' fire resources. Responsible for handling other fire emergencies or disaster response requests as required. This position is to be fire certified under Chapter 633, Florida Statutes, in order to assume command of firefighters on the fire ground.
