Under general direction, to assist with the managing, planning, organizing and directing of a real property appraisal program for tax assessment purposes.

Typical Tasks

  • Assists in planning, directing, coordinating, and reviewing all phases of the real property appraisal program;

  • Assumes full authority for the work of the division and supervision of staff in the absence of the Chief Appraiser;

  • Reviews and evaluates appraisal results and recommends actions to be taken;

  • Interviews, selects, trains, and evaluates staff;

  • Determines, evaluates, and reviews workload standards and performance;

  • Prepares written and statistical reports related to the assessment roll;

  • Coordinates the processing of the annual assessment roll program;

  • Maintains the Division's roll calendar and tracks completion of tasks;

  • Provides assistance and advice on special appraisal problems;

  • Assists with budgetary and personnel control and evaluation;

  • Interprets policies, legislation, and regulations to subordinates;

  • Assists in training staff in appraisal techniques and procedures;

  • Appears as expert witness on appraisals before the County Assessment Appeals Board;

  • Maintains contact with State and County agencies, boards, and the public;

  • Responds to inquiries from the general public and/or other governmental agencies regarding assessment roll information;

  • Develops and revises methods and procedures to conform with changes in legislation, assessment practices, policy and software applications and systems;

  • May be assigned as a Disaster Service Worker, as required;

  • Performs related work as required.

Employment Standards

Sufficient education, training and experience which demonstrates the attainment of the knowledge and abilities listed below.

Training and Experience Note: The required knowledge and abilities are acquired through education and experience equivalent to possession of a Bachelor's Degree.

AND

Five (5) years of professional experience in property valuation, real property appraisal, or assessment appeals, two (2) years of which must have been in a County Assessor's Office.

AND

Two (2) years of lead or supervisory experience, in any position.

Possession of a valid California driver's license and the ability to qualify for and maintain a County Driver's Permit.

Special Requirements:

  • Permanent certification by the California State Board of Equalization as an Appraiser for property tax purposes;

Knowledge of:

  • Principles and practices of supervision, management, organization, and administration applicable to government agencies;

  • Property tax laws, rules and regulations affecting appraisal for tax assessment purposes;

  • Economics, business administration, and revenue laws pertaining to the Office of Assessor;

  • Building materials, equipment, fixtures, workmanship, and general construction quality as applied to all classes of buildings;

  • Law and court decisions affecting the appraisal of land and buildings;

  • Personnel administration, employee training and supervisory methods;

  • California Revenue and Taxation Code sections relevant to the appraisal and assessment practices of a California Assessor's Office;

  • General principles, methods and techniques of real and personal property valuation;

  • Office methods, practices and procedures;

  • Principals and usage of modern information systems.

Ability to:

  • Plan, organize, assign, direct and evaluate the activities of a technical and clerical staff engaged in assessment roll production and appeals resolution and related assessment activities necessary to produce the local assessment roll;

  • Analyze and implement legislative changes affecting assessment programs and processes and reason logically in solving administrative related problems;

  • Communicate effectively, both orally and written;

  • Analyze and effectively resolve difficult tax assessment problems;

  • Establish and maintain effective relationships with employees, co-workers, representatives of other offices and the general public;

  • Prepare and present written and oral reports, before large and small groups.
