Job Description

DEFINITION:
Reporting directly to the School Business Administrator, the Assistant shall provide continuity of operations in the absence of the Administrator, provide oversight to school business operations, analyze school business functions, drive implementation of new processes, and manage special project work.

ESSENTIAL FUNCTIONS:

1.The Assistant Business Administrator shall assist the School Business Administrator in the day-to-day management of the school district operations providing support to building-based administrators and staff.
2.Assist the School Business Administrator in the analysis, preparation, and coordination of the annual budget, grants, and other financial matters of the district.
3.Assist the Administrator with facility management of maintenance projects and personnel including district-wide reviews.
4.Prepares detailed specifications and contracts for procuring all school supplies and services in compliance with applicable rules, regulations, by-laws, and state laws relating to bid solicitation and the awarding of contracts.
5.Assist with student transportation issues related to contracts, routes, and schedules.
6.Supervise Business Department staff assuring the accomplishment of assigned work in an accurate and timely manner.
7.Prepare, monitor, and report performance against the district's financial plans for business services and make recommendations for improvement.
8.Provide financial analysis and recommendations covering a broad range of proposed projects and capital investments to ensure their financial soundness.
9.Assist in the maintenance of financial controls, and conduct periodic internal audits or examinations for expenditures and revenues, including grants, capital, and revolving funds, student activity accounts, and cash management to properly safeguard the district's assets.
10. Assist the external auditors in the performance of fiscal and/or compliance audits.
11. Retains and organizes contracts, records, and information for the Business Office in accordance with federal, state, and local laws and regulations.
12. Assist other personnel in periods of high demand and/or other emergent requests for cooperative support.
13. Maintains cooperative relationships with school staff members, parents, residents, and municipal employees.
14. Any other duties as requested by the School Business Administrator or the Superintendent.

MINIMUM QUALIFICATIONS:
Education and Experience:
The Assistant School Business Administrator shall have at least three years of management-level experience in a school operations position. The chosen candidate should have particular experience in areas such as finance, computer operations, budget management, facility operations, office systems and procedures, food service operations, transportation, cash management, and procurement in a school district.

Knowledge, Ability, and Skill: Working knowledge of the organization and operations of school systems.

General knowledge of federal, state, and local laws, rules, and regulations governing school districts in Massachusetts. There is a strong emphasis on procurement, preparation, and management of budgets. Strong working knowledge of Microsoft Office applications including Excel, Word, Access, and PowerPoint is required.

Experience with Infinite Visions accounting system preferred. Ability to plan, organize and direct the preparation of reports to analyze problems and formulate recommendations; ability to speak and write effectively. Ability to deal appropriately and effectively with employees at all levels of the district, community officials, the School Committee, parents, and the public.

Strong conflict resolution and leadership skills are required. Work involves the use and knowledge of highly confidential information.

Physical Demands: Minimal to light physical effort is generally required in performing duties in a school district environment.

This position will require a flexible schedule to include nights and weekends with travel throughout the district as needed. This position may also require attending evening School Committee and subcommittee meetings as requested by the School Business Administrator.
