Position Overview

The Division of Rehabilitation Services (DRS) is the state's lead division serving people with disabilities committed to diversity, equity, inclusion, accessibility, and racial justice. The mission of the Division is to assist individuals with disabilities in achieving their goals of employment, education, and independent living. This position serves as the Assistant Bureau Chief overseeing staff and direct services in the Bureau of Customer and Community Blind Services field offices statewide. The Division of Rehabilitation Services is seeking to hire a dynamic and organized Assistant Bureau Chief with strong communication and leadership skills.

Job Responsibilities

  • Serves as Assistant Bureau Chief of statewide rehabilitation service delivery for the Bureau of Customer and Community Blind Services.

  • Directs, coordinates, and supervises planning and operations to ensure efficient and effective utilization of agency resources allocated to the field offices.

  • Evaluates existing programs, procedures, and operations to ensure efficient and effective utilization of agency resources allocated to Bureau of Customer and Community Blind Services.

  • Serves as full-line supervisor.

  • Speaks on behalf of the Department, Customer and Community Blind Services, Director of DRS and the Secretary in meetings and conferences regarding services and issues that impact customers, providers, and stakeholders.

  • Establishes and maintains effective working relationships with other areas and units with the Division and in all other administrative areas of the Agency.

  • Performs other duties as assigned or required which are reasonably within the scope of duties enumerated above.

Minimum Qualifications

  • Requires knowledge, skill, and mental development equivalent to completion of four (4) years of college with course work in a social or human services field.

  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in a vocational rehabilitation and/or instructional program for persons who are blind, visually impaired, or DeafBlind.

Preferred Qualifications

  • Master's degree in Rehabilitation Counseling or Rehabilitation Administration or closely related field.

  • Four (4) years of professional experience working with federal statutes related to rehabilitation programs such as the Rehabilitation Act and amendments, the Social Security Act, Individuals with Disabilities Education Act (IDEA), Workforce Innovative Opportunities Act (WIOA), and the Americans with Disabilities Act, etc.

  • Four (4) years of professional experience working with Federal and State regulations and procedures developing plans to meet the diverse service needs of individuals with disabilities.

  • Four (4) years of professional experience with administering a rehabilitation service-delivery program for persons with disabilities for a public or private organization.

  • Three (3) years of professional supervisory experience assigning work, providing guidance to subordinates, recommending counseling and/or discipline following collective bargaining agreements, training staff, and preparing and signing performance evaluations.

  • Three (3) years of professional experience interacting with and communicating clearly and tactfully with a wide range of individuals that include state agency officials, the public, legislators, employers, internal and external stakeholders, community service providers, professional and lay groups, and employees.
