GENERAL DESCRIPTION:   Under general direction, provide highly responsible technical and administrative work in ensuring compliance with the Florida and county Building, Mechanical, Electrical, Plumbing, and Gas codes, Federal and State ordinances and statutes regulating public health, welfare and safety.

The position works under the general direction of the Building Official and the Building & Code Regulation Manager. This position serves as the Building Official for St. Lucie County in the absence of the Building Official/Building Codes Administrator.

ESSENTIAL JOB FUNCTION:

Responsible for enforcing the laws, ordinances, and codes relating to the construction and alteration of buildings as delegated by the Building Official.

Supervise and monitor efficiency and effectiveness of the plans reviewers and building inspectors under the direction of the Building Official.

Meets routinely with plans examiners and building inspectors.

Train, evaluate assist, and provide guidance in developing employees.

Assist the Building Official in recommending amendments and additions to County Codes related to Building Codes and Inspections.  

Inspect construction sites and review construction plans for compliance to building codes, as needed.

Provide a high level of customer service with courtesy and professionalism during all interactions with contractors, architects, engineers, owners, and the general public.

Assist in resolving interpretation issues for inspections and plan review in accordance with the Code, and the Building Officials direction

Assist in preparing monthly and annual reports and assist in preparation of the division's budget.

Monitor performance metrics related to plan review and building inspections to ensure the division is maintaining its level of service in accordance with Statutory requirements, and department goals

Make recommendations to improve the division's level of service.

Follow up on conditional and temporary approvals of certificates of occupancy.

Monitor expired permits.

Coordinate closely with Planning, Zoning, Permitting and fire plan review staff.

Provide support to the Code Enforcement staff, reviews code cases as needed.

Attend Code Enforcement Board and Contractor Licensing Board meetings and prepares evidence and testifies on code violation cases, as needed.

Serve as an active member in the community and professional Building Official organizations. Deliver Presentations before the Board of County Commissioners on building related matters, as needed

Establish and maintain effective and professional relationships with work colleagues, supervisors and managers, contractors, engineers, architects, and the general public.

Must be knowledgeable about FEMA's National Flood Insurance Program and the Community Rating System process.

Responsible for assisting with damage assessment after natural disasters such as hurricanes.

Recommend and discuss with the Building Official code revisions, as necessary.

Investigate and resolve customer complaints.

Prepare information handouts to help the public understand codes and regulations.

Management may assign additional functions related to the type of work of the job as necessary.

Understand and comply with the St. Lucie County Board of County Commissioners employee handbook and other established policies and procedures.

Perform other job-related functions as required.

KNOWLEDGE, SKILLS AND ABILITIES:

Knowledge of:

Building construction methods, materials and codes.

Comprehensive knowledge of the principles and practices of plan review and inspection issues relating to building, electrical, and plumbing code enforcement

Comprehensive knowledge of building, construction, engineering, and structural engineering principles and practices

Comprehensive knowledge of pertinent Federal, State, and local laws regarding building code enforcement

Personal Computers, Word Processing, Permitting Software, Excel.

Ability to: 

Plan, direct, and coordinate the various phases of inspection services.

Supervise and evaluate the work of subordinates.

Establish and maintain effective working relationships with employees, City, State, and Federal officials, and the general public.

Present facts and recommendations effectively in oral and written form.

Provide firmness and tact in enforcing building codes.

ESSENTIAL PHYSICAL SKILLS: Frequent walking or standing.

Good vision and hearing with or without correction.

Required to climb ladders, stairs and walk on uneven surfaces.

ENVIRONMENTAL CONDITION REQUIREMENTS: Required to make investigative inspections, in the field, for special problems.

Visit job sites and meet with the public, contractors, architects and engineers.

Work inside the office and outside at job sites.

During emergency conditions, all County employees are automatically considered emergency service workers.

County employees are subject to being called to work in the event of a disaster, such as a hurricane, or other emergency and are expected to perform emergency service duties, as assigned.

WORK HAZARDS: Driving in heavy traffic, in all types of weather conditions. Construction industry dangers of falling objects and hardhat areas restrictions.

Danger of falling from uneven surfaces.

Exposed to natural hazards such as insect and animal bites and severe weather.

Possible vision dysfunction due to heavy computer work.

SAFETY EQUIPMENT USED OR NEEDED: Hardhats (furnished by the contractor on larger projects).  Safety shoes are provided once a year by the county.

County employees are considered essential personnel in providing and continuing services to our community during and following a disaster, such as a hurricane, or in other emergency situations.

As a requirement of County employment, County employees are subject to being required to remain at work during an event, respond to a recall immediately following an event and/or immediately reporting to work when an all clear is declared by the County Administrator.

During these types of events, County employees may temporarily be assigned to work and perform duties outside the normal scope of their position, location, and work schedule to fit the needs of the County and its citizens.

MINIMUM QUALIFICATIONS:

EDUCATION: Highschool diploma or equivalent. Graduation from a college or university with a degree in Architecture, Engineering, or related field, preferred.

EXPERIENCE: A minimum of five (5) years progressively responsible experience in an administrative or supervisory capacity.

NOTE: An equivalent combination of experience/training and/or experience may be substituted to meet the above noted minimum qualifications.

Licenses, Certifications, or Registrations: Certified as a Building Code Administrator by the State of Florida and meet all of the qualifications according to Florida Statute Chapter 468.609, and shall be licensed as a Standard Inspector and Plans Examiner by the State of Florida in a at least one (1) trade or eligible for certification by the Florida Department of Business and Professional Regulation as a Building Code Administrator and obtain certification within 18 months.

A valid Florida driver's license and a good driving record are required.

Floodplain Manager Certification preferred.

Professional affiliation or registry is preferred.Pay Grade  G207

Driving Position - Operating County vehicles and/or equipment is a primary function of this position.
