Position Title:

Assistant Attorney-In-Charge (Consumer Protection Section)

Job Description:

The Oregon Department of Justice (DOJ) is seeking a lawyer experienced in complex consumer litigation or public enforcement of consumer laws to join the Portland office of the Consumer Protection Section as an Assistant Attorney General in the Civil Enforcement Division. The selected candidate will also serve as an Assistant Attorney-in-Charge (AAIC) for at least a year; the AAIC assignment will be reviewed annually. This section investigates and prosecutes violations of the Unlawful Trade Practices Act. If hired, you will work on high value and high-profile cases that cover a wide range of consumer protection areas, including consumer finance, health care, education, and telecommunications. This position will work with assigned attorneys on a daily basis to provide feedback, coordination, oversight and assistance in consumer investigations and litigation to ensure that deadlines are met, key positions are consistent across matters, fees and costs are reasonable, strategic goals are met, cases are adequately staffed, and required approvals are obtained.

What is an Assistant Attorney-in-Charge? Senior or Assistant Attorney Generals may be awarded the assignment of Assistant Attorney-in-Charge. As the Assistant Attorney in Charge, you will support the section's Attorney-In-Charge by keeping the Attorney-in-Charge informed about the progress of matters and consult with the Attorney-in-Charge about case development, settlement and litigation strategy. This position will also review and approve routine drafts and filings in matters and assist the Attorney-in-Charge with additional projects or assignments, which may include tasks relating to the day-to-day administration of the section, review of legislation, procedure development and training. The role of Assistant Attorney-in-Charge is the classification of a Senior or Assistant Attorney General and is the same salary range. However, with the AAIC assignment there will be an adjustment in the requirement of billable hours.

Our ideal candidate has experience litigating complex consumer class actions, leading multistate consumer investigations, or leading investigations or enforcement actions in high value consumer cases for a state or federal agency. This person is self-directed but enjoys working collaboratively and thinks creatively and strategically about the law. This role will allow for a hybrid work schedule requiring some time working in the Portland office.

Questions regarding this position may be directed to Kelly Harpster, Attorney-in-Charge, Consumer Protection Section, at (971) 673-5004.

Required

  • Active membership and in good standing with the Oregon State Bar or reciprocity in progress at the time of application.

  • Minimum of ten (10) years' combined experience litigating class actions or other complex consumer or antitrust cases, or leading multistate or other public civil investigations and enforcement actions.

  • Willing and able to make recommendations and provide regular reporting to internal decisionmakers.

  • Willing and able to engage in sensitive multiparty negotiations.

  • Willing and able to manage a high volume of time-sensitive assignments, to consistently produce high quality work, and to work collaboratively with colleagues and stakeholders.

  • Superior writing and oral advocacy skills, excellent analytical skills, sound judgment, and ability to think creatively about complex legal problems.

  • Willing and able to travel.

  • Able to clear all actual or potential ethical conflicts to represent the state.

  • Strong work ethic and a commitment to public service.

Applicants most closely matching the requirements and needs of the position will be invited to interview. This recruitment may be used to fill future vacancies.

Application Process

  • Follow the "Apply" link above.

  • Attach your resume.

  • Attach your cover letter.

  • Attach a writing sample suitable for assessing analytical and writing ability. The writing sample should be a legal memo, not a litigation filing. (Not required from attorneys currently working for the Oregon Department of Justice.)

This OAJA-represented position will be filled at either the Assistant Attorney General or Senior Assistant Attorney General level, salary range $8,298.00 - $16,113.00 per month, depending primarily on years of legal practice experience and other factors. Employees who are Public Employee Retirement System (PERS) participating members will have their base salary increased by 6.95% and pay a 6% employee contribution to PERS; the salary range noted reflects base salary only.
