King County Metro Transit Enterprise Asset Management Section seeks an Asset Management Project/Program Manager III (Project/Program Manager III - (PPM III) to act as a steward overseeing department-wide fixed fleet and IT assets. In a highly matrixed structure, the Asset Management PPM III will work with divisional representative to establish new planning, assets health assessment and monitoring, to maintaining our assets to keep these assets in good working order.

The Asset Management PPM III will share best asset management practices with division representatives to ensure that each division shares a similar process in managing assets by implementing the agency's Transit Asset Management Plan, State of Good Repair policy and strategical plans. The role of the PPM III will provide expertise, guidance, coordination, and support to the ongoing work of Metro Enterprise Asset Management service.

This position will report to the Director of Asset Management and join a small team in the Finance and Administration division. The most competitive candidate for this position will be an innovative project manager with strong collaboration and communication skills who has significant experience in asset management, good understanding of people side change management resulting from the change of technology, policy, and/or process.

Job Duties

As an Asset Management Project/Program Manager you will also:

  • Lead and serve as a consultant / advisor to Metro stakeholders by advocating leading industry asset management practices.
  • Evaluate and identify business needs and strategic priorities.
  • Assess current divisional asset management process and information data flow.
  • Identify gaps, and develop future state business process towards streamlined, standardized best asset management practices.
  • Implement Agency's Transit Asset Management Plan through collaboration with Metro stakeholders to ensure asset management comply with Federal Transit Authority guidelines, and to align with Metro strategic objectives.
  • Oversee multiple asset management tasks including but not be limited to facility condition assessment, asset health and risk management, regulatory reports, asset inventory, trainings, continuous improvement etc.
  • Develop Key Performance Indicators (KPIs) and visualizations by using Power BI dashboards to support business decision making.
  • Identify and manage asset reliability risks that could adversely affect business operations.
  • Develop and maintain collaborative partnerships with key stakeholders internally and externally.
  • Provide regulatory reports to ensure Metro meets senior government requirements.
  • Coordinate asset management related trainings and offer expertise during training, planning, and deployment.
  • Participate in Metro's single integrated enterprise asset management system implementation as a workstream or functional expert.
  • Promote equity through program by fostering an equitable, diverse, and inclusive work environment.
  • Present information to others via training, workshops, and written communication.
  • Perform miscellaneous special projects or other duties as required.

Experience, Qualifications, Knowledge, Skills

We'd love to hear from you if you have:

  • Five years of work experience in a complex asset management program including responsibility for developing asset management strategy, policy, plans, stakeholder engagement strategy, asset reliability, risk analysis, project management, and computerized maintenance management system OR equivalent experience and education which provides the applicant with the required skills, knowledge, and abilities
  • Demonstrated history of flexibility and adaptability in managing changes and responding to competing priorities and changing assignments
  • Demonstrated organizational savvy and the ability to manage and navigate internal cross-divisional efforts.
  • Establishing and maintaining effective working relationships with people from diverse cultures and backgrounds
  • Good oral and written communication skills, including ability to make presentations to groups, train and engage others effectively

Highly competitive candidates will also have:

  • Ability to manage highly visible and politically sensitive projects and tasks.
  • Knowledge of King County Metro Transit policies and procedures.
  • Skill in data gathering, analysis, and developing data tools for various audiences.
  • Ability to comfortably work in a high volume, multi-focused, and fast-paced environment, following established processes.
  • Strong skillset in Azure DevOps, Power BI, Visio, MS Excel, Word, Outlook, PowerPoint, and SharePoint.
  • Professional certification (such as PMP, AICP, PE, or similar), demonstrating strong knowledge of and application of project management best practices.

Other Position Information:

Work Schedule: This position is exempt from the provisions of the Fair Labor Standards Act and not overtime eligible. Employees are paid on a bi-weekly schedule, every other Thursday. Work hours are comprised of a 40-hour workweek, normally 8:00 a.m.-5:00 p.m., Monday through Friday.

The work associated with this position will be performed or conducted through a combination of teleworking, onsite work, and meetings. Employees will have access to shared workspaces at various King County facilities. Employees

must reside in Washington state and within a reasonable distance to their King County worksite to respond to workplace reporting requirements.
