The City of Roanoke is seeking an Asset Manager to serve in the Department of Public Works. This position will be an organizational subject matter expert for contemporary asset management principles and practices applicable to administration and operation of a major public infrastructure asset class. Responsible for implementation, operation and usage of asset management and other related business intelligence platforms to direct investment in public infrastructure and support administration of a City Department. Operational leader for: (1) VUEWorks asset management and work order system software to direct resource investment and (2) GIS and related third party applications for data collection, management, analysis, workflow development and mapping to support a Public Works Division operations and administration.

Responsible for providing oversight on the planning, organization and management of office and field work of full-time, part-time, and intern staff of the Public Works Department that are engaged in asset data collection, management, analysis, workflow development and mapping of all City Public Works capital assets. Ensuring the effectiveness - through monitoring and continual process improvement as needed - of all asset data collection and field activity programmatic efforts.

Examples of Duties

Include the following. Other duties may be assigned or scheduled.

Serve as Infrastructure Asset Manager and asset management champion. In conjunction with supported Division Managers, ensure a high rate of achievement for the City's asset management (VUEWorks) and modeling goals through designated levels of service at the division, department and Citywide levels.

  • Assist the Supported Division Managers and instruct support staff in the preparation of asset management and GIS analysis for business decisions related to paving, concrete, landscape, stormwater engineering, traffic engineering, curb gutter and sidewalk, and other infrastructure projects, grants and reports.

  • Provide asset management subject matter expertise to the organizational Directors and Management staff for optimizing data collection and business process improvements across the Department. Provide oversight of repositories for historical drawings, as-builts, and operation and maintenance manuals received at project closeout.

  • Provides data and analysis for development and annual updates of an asset management plan, and multi-year capital improvement plan with specific focus on cost effective and equitable practices.

  • Actively monitor Performance Measures and Performance Indicators such as mowing cycles, service request response times, snow response times, etc., and asset condition trends. Analyze related data, trends, and operational outcomes. Investigate root causes and prepare recommendations to mitigate impacts and improve system and Department performance via VUEWorks data trends.

  • Prepare reports as needed in accordance with State and federal requirements and guidelines. Specifically "Cost Accounting" data necessary to justify annual VDOT maintenance payments

  • Provide training on GIS applications, Computer Maintenance Management Software (CMMS), and asset management as needed for Supported Division Managers.

  • Create or facilitate creation of and maintain custom GIS applications

  • GIS analysis using spatial analyst, network analyst, or 3D analyst

  • Develop presentation-quality cartographic products, as needed

  • Contribute to strategic planning for GIS city-wide

  • Equipment manager for technology needs and liason with Department of Technology

  • Maintain and facilitate the maintenance of asset inventory and other spatial data, including updates from work completed by other divisions of Public Works. Regularly review ongoing data collection (internal and contracted) and asset management practices on a recurring basis to identify opportunities for improvements and needed changes

  • Administer and configure the CMMS/asset management system to meet specific Department needs; revisit needs to ensure appropriate use of the system

  • Create and provide reports from GIS and asset management/work order system to support performance measures, budgets, and financial accountability

  • Design, create, and administer GIS databases and cloud-based datasets, including quality assurance/control and user experience

  • Develop, document, and update best practices for stakeholders of enterprise asset management, geospatial information systems, and CMMS products within the organization.

SUPERVISORY RESPONSIBILITIES

Manages/supervises assigned employees in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.

Actively supervises assigned team of direct reporting staff. Specific supervisory duties include, but are not limited to:

Directly responsible for, or assures subordinate managers take active role in, developing employees by establishing individual employee goals and objectives. Ensure appropriate resources are available to obtain established goals and objectives.

  • Ensure department orientation and in-service training programs are available to all employees whether existing or new-hire.

  • On an ongoing basis, assesses performance of direct reports.

  • Recommend appointments and promotions within assigned area.

  • Work with department manager with respect to discipline, including dismissal, of employees.

  • Assure employee evaluations are complete and accurate and meet all requirements.

  • Assist in preparation of assigned area's budget and maintain authorized budget.

  • Confer with Manager on problems encountered in assigned area.

  • Knowledge of hydraulic modeling software applications, theories, and data requirements.

  • Knowledge of geographic information systems, operational use, and principles.

  • Knowledge of computerized maintenance management systems configuration, operational use, and principles.

  • Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations.

  • Ability to apply mathematical operations to such tasks as frequency distribution, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory and factor analysis.

  • Proficient in ESRI ArcGIS suite

  • ArcGIS Pro or Desktop, ArcGIS Online, ArcGIS Web App Builder, ArcGIS Experience Builder, ArcGIS Dashboards, ArcGIS Story Maps, Survey123, and Survey123 Connect
  • Working knowledge of various coding languages
  • Python, Arcade, HTML, SQL, XML

EDUCATION and/or EXPERIENCE

Bachelor's degree from an accredited college or university with a major in Geography, civil or environmental engineering or related field plus four (4) or more years related experience and/or training, with experience in asset management and or equivalent combination of education and experience. Experience with asset management software, geographical information systems.

CERTIFICATE, LICENSE, REGISTRATION REQUIREMENTS

  • Must possess a valid Virginia driver's license or have the ability to obtain one within 60 days of employment date.

  • Possession of a GISP professional certification is preferred.

  • Training and education in Asset Management for municipal governments is also preferred.
