Job Details

The City of Plano is looking for innovate and forward-thinking people to join our team as an Asset Management Technician in the Public Works Department. As an Asset Management Technician, you will be responsible for ensuring accurate and complete data collection for infrastructure asset management in Public Works Operations divisions. Work includes management of mobile tablet inventory, assist with maintaining Public Works asset data, and assist with inquiries regarding asset management work history, data collection, and asset management procedures.

A successful candidate will have:

  • A minimum of one (1) year of experience with asset management, statistical research and analysis using automated systems and records. Include any licenses or certifications.

  • Experience using OpenGov Cartegraph Asset Management or experience with similar Asset Management Software.

Examples of ESSENTIAL JOB FUNCTIONS

Management reserves the rights to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

  • Assists with inquiries regarding asset management work history or evaluation, data collection, and asset management procedures.

  • Participates in monitoring the status of asset management projects, programs and plans implemented

  • Communicates clearly and consistently all issues regarding asset management processes, procedures and customer service policies.

  • Assists supervisors and/or managers with maintaining documents, policies, procedures and training manuals to support asset management processes and programs.

  • Assist with training customer service staff and field personnel to perform tasks that streamline work supporting Public Works asset management programs.

  • Assists with maintaining Cartegraph records for equipment, materials and labor to ensure information, costs and rates are current and meet requirements.

  • Learn and become proficient in using Public Works department systems and software to track projects, contracts, and other related tasks.

  • Produces information, reports, graphs, project lists, maps, and other information.

  • Assists with the management of the mobile tablet inventory, including software updates, troubleshooting and training.

  • Regular and consistent attendance for the assigned work schedule is essential.

Marginal Duties:

  • Performs other duties as assigned.

Typical Decisions: Participates in providing information to citizens and City employees regarding Public Works asset management records and procedures. The incumbent provides data and information to the Asset Management Coordinator(s) and Strategic Planning and Compliance Manager for asset management activities as assigned.

Minimum Qualifications:

Knowledge of: Terminology, principles and practices used in infrastructure asset management; Public Works Department functions, policies, procedures, and practices; Public Works record-keeping requirements; effective report writing practices.

Skill in: Communicating effectively both verbally and in writing with City employees at all levels; reading and interpreting asset management policies, procedures and technical specifications; able to prioritize and manage multiple projects, tasks and duties; establishing and maintaining effective working relationships; using computers and software applications, such as Windows, databases, spreadsheets, word processing, presentation and in the use of report writing software; working effectively without undue instruction and supervision; operating computer terminal and tablet devices.

Education: Completion of a minimum of 15 semester hours of college-level coursework.

Experience: A minimum of one (1) year of experience with asset management or data analysis using automated systems and records. Previous experience in public sector or public works infrastructure projects desired. Experience requirement is waived if the incumbent possesses a Bachelor's degree in Business Administration, Economics, Public Administration or closely related field.

Any work related experience resulting in acceptable proficiency levels in the above Minimum Qualifications is an acceptable substitute for the above specified education and experience requirements

Licenses and Certifications: Texas Class "C" driver's license (must obtain within 30 days of hire per state law).

Conditions of Employment: Must pass a drug test, driver's license check, criminal history background check, periodic CJIS background check (for positions requiring access into Police buildings) and social security number verification check.

Physical Demands and Working Conditions: This is primarily an office classification although standing in work areas and walking between work areas may be required. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone. Positions in this classification occasionally bend, stoop, kneel, reach, push, and pull drawers open and closed to retrieve and file information. Employees may be required to lift, carry, push, and pull materials and objects weighing up to 25 pounds.

Employees work in an office environment with moderate noise levels, controlled temperature conditions, and no direct exposure to hazardous physical substances. Employees may interact with upset staff and/or public and private representatives in interpreting and enforcing departmental policies and procedures.

Some of the position requires being in the field to assist employees with asset management software and data collection procedures. Employees work in and around buildings and facilities and are exposed to loud noise levels, dust, cold and hot temperatures, inclement weather conditions, road hazards, vibration, mechanical, chemical, and electrical hazards, and hazardous physical substances and fumes.
