Non-exempt; Full time; 40 hours per week; Monday-Friday; 7:30 a.m. -4:30 p.m.; Full-Benefits

This skilled technical position oversees the asset data for the Division of Parks and Recreation using the Cartegraph Operations Management Software, offering a solutions-oriented approach. This position requires a variety of field and office work related to asset location, information gathering, and equipment tracking. This position will also coordinate data collection, quality management and reporting of information to support strategic planning essential for forecasting DPR's maintenance and equipment replacement needs. Supervision is received from the Fiscal Administrator.

ESSENTIAL DUTIES AND JOB RESPONSIBILITIES

  • Collaborate with the Parks departments to collect, integrate and maintain asset data through Cartegraph

  • Oversee and maintain Park asset data inventory by performing regular system audits to ensure quality control

  • Support with asset data collection by verifying accuracy of items

  • Serve as the Cartegraph system administrator by being the point of contact, managing system, and user settings

  • Develop, compile and generate Cartegraph Reports

  • Work with Park staff to develop standard naming nomenclatures, asset categories and asset categories

  • Develop and maintain processes in the collection of asset data, including assignment of asset locations, manufacturer, type and pertinent information

  • Participate in the development of asset inspection criteria and support the efforts in asset inspections

  • Coordinate with others within the Division to develop preventative asset maintenance plans based on manufacturer's recommendations

  • Assist with the analysis of asset information to evaluate condition and maintenance priorities

  • Support Park staff and provide guidance and support in the use of Cartegraph; identify deficiencies and develop strategies for improvements

  • Utilize Cartegraph to track equipment, materials and vendors

  • Assist with annual fiscal budget forecasting deferred maintenance and replacement planning

  • Assist with development and documentation of efficient workflows and procedures

  • Prepare and discuss monthly and quarterly reports and reviews with division leadership or other stakeholders

  • As needed, assist with capital projects and the management of assets in the completion of capital projects

  • Observe and comply with all County mandated safety rules, regulations and protocols

  • Work with staff to provide guidance and support in the operation, use and capabilities of Cartegraph

  • Drive county vehicle to various park locations to update assets

  • Preforms other related duties as required

QUALIFICATIONS AND REQUIREMENTS

The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.

  • High school graduation or the equivalent

  • Minimum 3 years of related asset management work experience

  • Possession of a valid automobile operator's license

  • NOTE: Additional education may reduce the work experience requirement

Knowledge, Skills, and Abilities:

  • Ability to maintain County Authorized Driver privileges

  • Ability to effectively organize work, determine priorities, and complete assigned duties with minimal supervision

  • Ability to collaboratively identify issues, generate solutions and implement effective decisions to promote a supportive team culture

  • Strong computer skills and considerable knowledge in the use of spreadsheets, databases, and Microsoft office suite

  • Knowledge of cost accounting

  • Knowledge of the theories, principles, and practices of asset management

  • Knowledge of budget development, cost control, and experience in cross-functional project management methods and techniques

  • Strong and effective spoken and written (English) communication skills

  • Ability to develop and maintain effective working relationship with co-workers, public officials and other government agencies and the general public

Preference may be given for:

  • Work experience with Cartegraph or other asset management software

  • Work experience or training in a database environment

  • Work experience in a parks environment

  • Related work experience in municipal or local government

Physical Requirements / Working Conditions:

  • While working in this position, the employee is required to frequently sit and walk; occasionally drive; and rarely climb and stoop

  • While working in this position, the employee is required to constantly work indoors, frequently work outdoors, occasionally walk on uneven ground; and rarely work in hot temperatures and cold temperatures, and work in dirty/dusty environments
