About the Position and Department

This position in the Water Operations Department reports directly to the Chief, Water Operations and plans, organizes, coordinates, oversees, and provides direction for the District's Asset Management Program (AMP) by providing analytical and project management support for water, wastewater, and reclaimed water systems. Serves as a project manager to develop and maintain the AMP systems that support the optimization of data collection in addition to the analysis of infrastructure impacts related to operations and financial performance. This position is a member of a dedicated, service-oriented team where collaboration and leadership are promoted at all levels.

The Operations Department is responsible for the operations, maintenance and repair of all Otay Water District facilities and equipment. Facilities include pipelines, reservoirs, pump stations, lift stations, and a reclamation plant for potable water and recycled water distribution, wastewater collections, and wastewater reclamation. The Operations Department has a staff of approximately 57 employees.

Examples of Duties

  • Oversees, and manages the development and implementation of a Total Asset Management Program (AMP) which will incorporate a computerized maintenance management system (CMMS) and geographic information system (GIS).

  • Develops and implements asset management concepts, procedures, guidelines, analytical methods, business methods, decision making systems, and data collection methods.

  • Leads in the integration, coordination and communication of AMP strategies, policies, and procedures with internal and external stakeholders.

  • Collaborates with internal and external stakeholders to clearly identify and communicate established AMP goals, expectations, and objectives. Identifies department priorities and uses project management tools and best practices to meet District needs.

  • Manages consultants and outside contractors for assessment projects and communicates and coordinates District and Department specific activities with other District staff, and management.

  • Provides technical assistance to District staff and makes presentations to District committees, and Board of Directors as needed.

  • Analyzes statistical data and works with Department staff to review and develop maintenance schedules, repair frequency and costs, asset inventory and periodic review of inventory life cycles, District growth impacts on the AMP, and recommends maintenance, repair, and replacement schedules by prioritization.

  • Reviews data collection and management practices and prepares asset management plans to include identifying asset inventory, and condition, calculating business risk, while determining asset specific net present value (NPV) and life cycle costs. Develops alternatives for cost-effective operation and maintenance of District assets.

  • Assists in the development of engineering standards and operational methods that contribute to the reduction of asset life cycle costs.

  • Prepares asset performance forecasts, resource optimizations studies and asset reliability reports.

  • Provides training and support to Departments and staff to ensure the effective implementation of the District's Asset Management Program.

Required Licenses and/or Certifications

  • A valid California Class C Driver's License and a safe driving record.
  • NASSCO PACP Certificate, desired.
  • CWEA Collections System Maintenance Technologist Certificate Grade I, desired.
  • A valid California State Water Resource Control Board Water Distribution Grade I Certificate, desired.

Minimum Experience, Education, and Training Requirements

Experience:

Three (3) years of combined experience with asset management practices, Engineering project planning, design, and construction, equipment and infrastructure inspections, maintenance practices, and condition assessments.

Civil engineering experience, preferably performing planning, design, and project management for water, wastewater, and recycled water facilities projects and operations is desired.

Education:

Associate Degree from an accredited college or university with course work in engineering, information technology, business or industrial management, or closely related field. Bachelor degree highly desired.

This position is exempt from overtime.
