Asset Management Inventory Specialist II

Under the supervision of the HHSC Asset Manager, performs moderately complex inventory work. Maintains accounting records for leased and state-owned property purchases, maintains inventory and asset control records, and performs tasks associated with the agency tagging system.

Oversees warehouse operations related to storage and processing of HHS assets. Serves as the lead for inventory teams, conducts physical inventories, audits inventory results, and reconciles asset record discrepancies. Prepares and audits documentation for asset transfers and disposals.

Updates and maintains agency property tracking systems. Maintains a current and accurate inventory record of all assets including surplus, obsolete, or damaged property. Coordinates and schedules the disposition of surplus property and generates reports reflecting items on hand.

Trains agency staff in asset management policies and procedures, property inventory systems, surplus procedures, and annual inventory procedures. Conducts investigation on lost, stolen and damaged property items. Works under general supervision with limited latitude for the use of initiative and independent judgment. Essential Job Functions:

Attends work on a regular and predictable schedule in accordance with agency leave policy and performs other duties as assigned.

Accurately maintains accounting records for leased and state-owned property purchases, disposals, maintains inventory and asset control records, and performs tasks associated with the agency tagging system. 25%

Maintains asset management files and records. Reconciles property accounting reports and documents generated by the State Comptroller and Centralized Accounting and Payroll/Personnel System Financial (CAPPS Financial). Prepares supporting documentation and enters updates to systems to ensure accurate accounting and inventory records for leased and state-owned assets. 20%

Oversees, plans, and coordinates warehouse operations related to storage of HHS state owned and leased assets and assists with the handling and transporting of physical inventory. Works in conjunction with warehouse personnel to store and dispose of property. 20%

Serves as a team lead for physical inventory of leased and state-owned assets. Conducts inventory of HHS assets by using RFID scanning equipment with an electronic barcode reader to properly document asset inventory.

Conducts reconciliation of HHS inventory by utilizing agency inventory system and CAPPS Financial system to produce missing, overage, and matching reports for review by HHS business units. Follows up on physical inventory to help programs reconcile discrepancies. 15%

Trains agency staff in asset management policies and procedures, property inventory systems, surplus procedures, and annual inventory procedures. Provides training and guidance to users of CAPPS Financial asset management system. Advises users on different functions, including running standard property reports. 15%

Conducts investigations for missing, lost, or stolen property. Prepares reports and documentation of findings. 5% Knowledge Skills Abilities:

Experience with office and warehousing methods, practices, and procedures.

Experience with inventory and stock control record keeping

Experience with use of automated inventory-control, purchasing, requisitioning, property and accounting systems.

Experience with inventory control procedures.

Experience with use of computers and Microsoft Office suite of software.

Experience with problem solving and attention to detail.

Ability to manage time, organize workloads, set priorities, and carry out assigned tasks in a timely manner.

Ability to work cooperatively with others and deal with stressful situations in a diplomatic and tactful manner.

Ability to effectively communicate both verbally and in writing.

Ability to maintain effective relationships with general public, and employees.

Ability to perform clerical tasks independently.

Ability to maintain automated and hard copy filing systems.
