Overview

This position is within Property Management, part of the Environmental Protection and Regulatory Programs (EPRP). The Property Management M&O program translates laboratory strategy, requirements and best practices into efficient, effective, and compliant processes and other key implementations to protect and manage equipment and fleet vehicles through the asset lifecycle. Property Management provides and coordinates the key implementations to properly steward, support timely mission execution, and guide staff through the management of their equipment. The Property Management M&O program is comprised of four programs: Shipping and Receiving, Property Stewardship, Excess and Redeployment, and Fleet Management.

This position may work in all areas of Asset Management. Ability to understand regulatory requirements to apply to unique conditions to support research activities is critical. Must work cross-functionally across all support and research organizations to ensure efficient and effective operations.

Responsibilities

  • Responsible for developing and delivering, tools and processes to support Laboratory staff in using personal property assets to meet mission needs while ensuring compliance with regulatory requirements.

  • Responsible for providing expertise and services to meet the entire lifecycle of personal property assets.

  • Provides subject matter expertise and offers business advice and services to management and staff to ensure compliance with applicable federal laws, regulations, policies and good business practices.

  • Position will work with outside vendors to ensure government assets are retired in a manner that meets all disposition requirements.

Qualifications

Minimum Qualifications:

  • BS/BA and 2+ years of relevant work experience -OR-
  • MS/MA or higher

Preferred Qualifications:

  • Strong communication skills both verbal and written are desirable.

  • Must be willing to work as a team member and be willing to work cross-functionally across the Lab.

  • Knowledge of Federal Property Management Regulations.

  • Certified Professional Property Specialist (CPPS), Certified Fleet Manager.

  • Must have a high level of initiative and demonstrate skills as a proactive problem solver and be able to interact positively with all levels of staff in the execution of job responsibilities.

In accordance with Homeland Security Presidential Directive 12 (HSPD-12) and Department of Energy (DOE) Order 473.1A, new employees are required to obtain and maintain a HSPD-12 Personal Identity Verification (PIV) Credential. To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.

Mandatory Requirements

Please be aware that the Department of Energy (DOE) prohibits DOE employees and contractors from having any affiliation with the foreign government of a country DOE has identified as a "country of risk" without explicit approval by DOE and Battelle. If you are offered a position at PNNL and currently have any affiliation with the government of one of these countries, you will be required to disclose this information and recuse yourself of that affiliation or receive approval from DOE and Battelle prior to your first day of employment.
