General Description

Orange County Asset Management Department has an opening for the Asset Management Director.

The work involves the responsibility for overseeing and leading the operations of the Asset Management Services Department (AMS). The Department is responsible for routine and emergency maintenance and cleaning of all county facilities. The AMS Director is integrally involved in long range facility planning and in executing the County facility components of the Capital Investment Plan and annual Capital Budget, placing a high priority on staff engagement and skills development, and providing optimum customer service and efficiency.

The Asset Management Services Department currently consists of 32 full-time equivalent employees and operates with a $6.1 million budget. The department provides routine cleaning and floor care of County owned and leased facilities (24 buildings comprising 325,000 cleanable square feet) and provides preventative maintenance, corrective and restorative services to over 800,000 square feet across more than 42 County-owned and leased facilities in areas including electrical, heating, air conditioning and ventilation (HVAC); plumbing; painting; carpentry; sidewalks; parking lots; roofing; drainage; and security systems, through a combination of in-house staff and contracted service providers.

The Asset Management Services Director works under the general direction of the County Manager with considerable flexibility to exercise independent judgment within the framework of applicable rules, regulations, policies, and procedures in the performance of duties, both in terms of planning and accomplishing work, and in making recommendations regarding capital projects and improvements and monitoring the operations of county facilities. Supervision over others is required of this position. Position does related work as required.

Manages and supports County building projects as identified in the County's Capital Investment Plan (CIP) and Operating budgets, including departmental oversight, support, and guidance for building projects managed by other County departments.

Oversees capital projects to determine status of county facilities that are aging and need major capital investment to ensure occupant safety, operability, sustainability, and energy efficiency and plans and executes the facility components of the Capital Investment Plan.

Facilitates real estate management, including acquisition, lease activity, and disposal, as may be needed for County operations, and coordinates space allocations for County departments and services.

Oversees the management of routine facilities cleaning, maintenance, and project renovations.

Oversees space needs planning for future and renovated facilities, coordinates county facilities and lease contracts, negotiates rents and leases for non-county-owned space needed by county departments, and serves as the county contact for landlords.

Responds and gives guidance and direction regarding exigent events, whether related to mechanical or structural breakdowns within facilities, mold remediation, weather events, fire damage or vandalism.

Serves as liaison with Court offices regarding facilities and other operational needs as required.

Provides administrative oversight to all AMS divisions, including the management of personal and financial resources.

Supervises operating and maintenance supervisory employees in assigned facility(ies) as relates to all personnel matters, including such areas as hiring, training, performance evaluation, and disciplinary matters.

Supervises and coordinates all building service functions, ensuring that the work assigned is carried out effectively, and in accordance with all trade and safety standards; works with division managers as necessary to provide staff coverage throughout locations as needed.

Provides lead customer service support within AMS, acting as liaison between County departments and all external partners.

Provides property and facility management services to County real estate tenants and occupying entities within active operating agreements with the County (Community Associations, etc.).

Manages utility services (electricity, natural gas, water, fuel oil, and propane) for County facilities.

Manages service contracts for County facilities (including life safety systems, security systems, elevators, pest management, and facility supply).

Administers building access and security systems in County facilities.

Uses a variety of computer applications as communication, organization, research, analysis, and reporting tools.

Adheres to the department's safety rules and regulations.

MINIMUM QUALIFICATIONS

Graduation from an accredited college or university with a master's degree in construction engineering, business, architecture, public administration, planning or closely related field AND six (6) years of progressively responsible experience in complex facilities management ANDthree (3) years of work experience serving as an administrative head or deputy/assistant of a similar department with responsibility of direct supervision of others, OR

An equivalent combination of training and experience as defined above. A higher degree does not substitute for work experience.

SPECIAL REQUIREMENTS

Possession of or ability to readily obtain a driver's license valid in the State of North Carolina for the type of vehicle or equipment operated.

PHYSICAL REQUIREMENTS AND POSSIBLE HAZARDS

Ability to physically perform (with or without reasonable accommodation) basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, grasping, feeling, talking, hearing and repetitive motions of the hands/wrists.

Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to lift, carry, push, pull, or otherwise move objects including the human body.

Must possess the visual acuity to prepare and analyze data and figures, perform accounting and extensive reading, and perform work on a computer and operate equipment.

Position may work with grease and standard repair equipment and chemicals.

Workers are subject to inside and outside environmental conditions.
