Role Summary:

To oversee the operations and procedures of the Assessing Service Unit. To plan and direct the City's real and personal property appraisal systems so as to satisfy requirements of the State of Michigan.

Essential Duties

  • Direct and supervise the preparation of the real and personal property assessment rolls

  • Prepare narrative appraisals of commercial and industrial property for submission to the Michigan Tax Tribunal including traveling and conducting on-site site reviews of various properties, taking pictures and reviewing comparable properties

  • Review and critique appraisals prepared by other appraisers (both internal and external)

  • Defend complicated assessment appeals at Michigan Tax Tribunal and State Tax Commission

  • Analyze information and data provided by attorneys, property tax consultants, or property owners, including rent rolls, income and expense statements, sales data, and cost data; and preparing annual budget requests

  • Administratively supervise Assessing Office staff

  • Perform all duties required by the General Property Tax Act and State Tax Commission Guidelines

  • Responsible for development of and management within departmental budget

Related Work

  • Explain the assessment process and individual assessments to taxpayers, administration, City Council, Board of Review, various groups, and media

  • Attend various professional organization meetings to stay informed of all changes in the property tax laws of the State of Michigan and guidelines of the State Tax Commission pertaining to the assessment and equalization process

  • Provide assistance to other divisions and departments within the City regarding real estate valuation issues and the determination of special assessments on individual properties

  • Serve as a secretary to the Board of Review

  • Administer the Payment In Lieu of Taxes (PILOT) program for low-income and elderly housing

  • Support tax abatement applications and policy development/implementation

  • Perform other related duties as assigned

Knowledge of: (position requirements at entry)

  • Specific auditing and accounting principles and procedures relevant to municipal governments

  • Property tax laws

  • Awareness of Michigan Tax Tribunal valuation standards

  • State Tax Commission rules and regulations

  • Proficiency in computer applications (e.g., Microsoft Office, Microsoft Outlook, Assessing)

  • Specific construction materials and methods relevant to municipal governments

  • Specific appraisal/assessment practices and procedures relevant to municipal governments

  • Principles of supervision, training, and performance evaluation.

  • Outstanding customer service principles

Training and Experience: (position requirements at entry)

  • Bachelor's degree in property appraisal, accounting, finance, business, engineering, public administration, or a related field

  • Experience in property appraisal: at least 7 years

  • Experience in assessment administration: at least 7 years

  • Experience in supervision: at least 5 years

Licensing Requirements:

  • Michigan Master Assessing Officer, Valid Driver's License

The User Services Manager will manage and direct all activities in support of our help desk services to faculty, staff, and students. The User Services Manager will focus on anticipating the staffing and support needs associated with term starts, web access to registration, grades and other web-based student services.
