Deliverables/Principal Results Expected

  • Coordination and daily supervision of the assessment and utilization review staff for inpatient and outpatient assessments including orientation, training, and scheduling of employees in the department.
  • Conducts screenings and level of care assessments, using clinical knowledge and skill level.
  • Establishes and maintains effective internal and external working relationships.
  • Developing and revising assessment processes.
  • Providing and modeling high quality customer service to referral sources and clients.
  • Works closely with all Program Managers, Utilization Review Coordinators, and the Needs Assessment Supervisor to insure evaluations are conducted in a timely and proper manner with funding intact for reimbursement of services.
  • Responsible for maintaining communication of all screening and assessment procedures across all job functions.
  • Responsible for the process of successful admissions for the medication assisted treatment program.
  • Responsible for the process of successful transfers from other PHC facilities.
  • Strong knowledge of funding sources, Act 106, Act 53, forensic assessments as must.
  • Develops and implements process changes for handling assessment requests in Allegheny County and Western PA.
  • Develops and implements the departments policies and procedures, ensuring the overall ongoing quality of the services provided. Maintain up to date reports on Needs Assessment data.
  • May be expected to provide coverage for evaluation counselors.
  • Responsible for training all new hires in job functions under supervision.
  • Responsible for coordination of staff in various locations as to the responsibilities of the assessment process.
  • Responsible for maintaining county budget allocations, including admission and referral lists.
  • Responsible for monitoring various funding sources for inpatient and outpatient admissions.
  • Maintains reports of assessments scheduled and the outcomes.
  • Advises evaluators on level of care placements.
  • Assists the Clinical Supervisor in the management of group admissions and the referral list. Supports the organizations strategic marketing plan.
  • Other duties as assigned.

Technical Competencies:

Helps to maintain a strong clinical program. Lead the assessment staff to work together to meet the needs of the clients, referral sources, and the company. Interact with program directors and referral sources to facilitate prompt, effective services for the clients. Interact cooperatively with professional liaisons, supporting the ongoing marketing and referral communications efforts. Complete required training and mandatory training hours. This position requires accurate data and statistical analysis on all job functions including assessment conversion rates, uncovered days, billing write-offs, scheduling accommodations within 24 business hours and other performance improvement measurements as defined by company.

Strong knowledge of coordinating staff. Thorough knowledge of substance abuse & dependency, issues and treatment modalities. Working knowledge of psychological and physiological symptomology associated with chemical abuse and dependency, specific to clients age and developmental stages. Skills in therapeutic support and confrontation with chemical dependency clients. Skills in treatment planning and related documentation and record keeping. Ability to maintain therapeutic relationship with clients in various stages of emotional stability and recovery. Ability to develop positive professional relationships with customers including clients, referrals sources and staff. Strong knowledge of utilization review processes with local, state, and national funders of treatment. Strong working knowledge of PA Confidentiality laws. Strong knowledge of PCPC and ASAM criteria. Strong knowledge and experience with process identification, development, and modification regarding procedures at various locations. Strong skills in information technology of accessing using software and webpages. Strong verbal and written communication skills. Strong knowledge of facilities and services offered within the company. Strong knowledge of referral and community resources.

1) A Masters Degree from an accredited college with a major in chemical dependency, psychology, social work, counseling, nursing (with a clinical specialty in the human services field) or other related field.

2) A Bachelors Degree with the same educational requirements and one year of clinical experience.

3) An Associates Degree with the same educational requirements and two years of clinical experience.

4) Full certification as an addiction counselor by a statewide certification body, which is a member of a National certification body by another state governments substance abuse counseling certification board.

Experience in drug and alcohol treatment and level of care assessments preferred. Experience in drug and alcohol utilization review. Supervisory experience a plus.
