  • Administrative/Financial Unit

  • Directs the financial unit/portion of the agency's federal grant programs/funding. Directing the work of muiltiple accountants, financial reporting specialist and administrators; develops operational procedures of the unit; analysis and interpretation of state and federal practices and regulations relating to federal funds for the program and administrative needs.

    Administering and monitoring program and administrative budgets, agency-wide. Attending legislative hearings/meetings; condutcting staff meetings/update; directing unit operations, goals and requirements; review and approve payment of invoices from various agency-wide unit; continual monitioring of agency funds. Develop and compile a variety of financial reports for federal and/or state reporting requirements.

Minimum Qualifications

Training: Graduation from an accredited college or university with a degree in the area of assignment.

Substitutions: (1) Experience as described below may substitute for the training requirement on a year-for-year basis. (2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.

Experience: Seven years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid driver's license may be required.

Inspectors review compliance with state purchasing laws and regulations. Direct contact with multiple levels of authority within the organization is to be expected. This position assists in administrative responsibility for planning and functional aspects of the area of inspection. This level performs in a supportive capacity. Verify that goods and services delivered to state agencies match goods and services ordered. Conducts entry level and assists with inspection of agency compliance with purchasing laws and regulations. Takes necessary actions indicated by results of inspections, test and investigations. May suggest recommendations concerning and proper application of purchasing laws, rues, and regulations, and resolves violations. Participates in evaluating and may make suggestions on inspection procedures and policy matters. Prepares entry level inspection reports and correspondence. Confers with officials concerning problems with officials concerning problems related to inspection assignments and provides necessary training. Visit vendor facility to review operation and assure compliance with all aspects of purchasing laws, rules, and regulations. Knowledge of laws, rules and regulations of agency assigned. Knowledge of proper inspection techniques and procedures. Ability to evaluate the effectiveness of inspection policies and techniques. Ability to prepare required forms, correspondence and reports. Ability to establish and maintain effective work relationships with other employees, officials and the general public, and to deal with controversial matters in a tactful manner.
