  • This position will be the Assistant Director over the Grants Management Unit. This position will plan, develop and execute through professional, technical and clerical staff, the extremely complex WorkForce agency-wide functions of federal grants management, cost allocations, federal and state and programmatic reporting; direct the daily operations of staff; develop and implement operating procedures within regulatory and statutory guidelines for the dynamic grants management and reporting needs of WorkForce West Virginia; render decisions in unusual and priority situations; consulting with supervisors and other state managers; evaluate the operation and procedures of the section for efficiency and effectiveness; recommend the selection and assignment of staff to supervisors; conduct interviews and background evaluations for perspective employees; determine need for training and staff development and provide training or search out training opportunities; oversee the complex cost allocation process for the agency; ensure all agency reporting needs are within the parameters of the approved state and federal regulations; research professional journals, regulations and other sources for improvements to agency and unit programs, policies and procedures; interpret statutes, regulations and policies to staff, other managers and the public; represents staff, other managers and public; represents the division or department in grievance hearings and serves as a witness; prepare reports reflecting the operational status of the unit and agency programs; full responsibility for grant and financial compliance reporting to federal and state agencies; participate in local conferences and meetings; conduct training sessions for WorkForce personnel on administrative policies and procedures as well as the administrative systems; analyze current administrative workflows and improve efficiency and effectiveness of operations; be primarily responsible for all aspects of WorkForce's annual financial statements review and single audit, which includes performing and/or supervising the performance of all activities to prepare the yearly Schedule of Expenditure Awards (SEFA) reports, trial balances, audit work papers, draft financial statements and all documents required; manage a variety of special projects for the Executive Director of WorkForce West Virginia and the Deputy Executive Director of Fiscal and Administrative Management Unit; strong analytical skills and attention to detail are required to perform the functions of this position.

    Previous federal grant and cost allocation experience as well as experience with WVOasis is preferred. Performs other duties as assigned.

Training: Bachelor's degree from a regionally accredited four-year college or university with a degree in the area of assignment.

Substitution: (1) Experience as described below may substitute for the training requirement on a year-for-year basis. (2) For positions in the Accounting, Auditing Area of Assignment, certification or registration as a public accountant in West Virginia may be substituted for the training and two years of the required experience.

Experience: Six years of full-time or equivalent part-time paid administrative or supervisory experience in the area of assignment.

Special Requirement: A valid West Virginia drivers license may be required.

This position, under the supervision of the Chief Information Officer (CISO), conducts Information Technology (IT) compliance testing to assess risk, evaluate controls and safeguard assets to ensure compliance with all relevant regulations and standards. Assists CISO in development and implementation of security policies, audits and compliance testing. Engages with staff to recommend solutions to improve policies, procedures, efficiency, and controls. Reviews audit trails and access control violations. Conducts physical and IT security audits at the direction of the CISO. Compiles, maintains and reports on investigatory findings of audits. Recommends remediation activity for compliance activities found deficient and monitors remediation progress. Provides input for System Security Policy documentation.
