Responsibilities

OBXtek is searching candidates for a ASC Senior Strategic and Operational Logistics Planner to work at Shaw AFB in South Carolina.

The duties for this job include, but are not limited to, the following:

  • Detailed knowledge of all facets of sustainment and its integration to develop detailed concepts commensurate with presentation at the three and four star level. Additionally, should be able to relate those concepts into detailed executable plans and create Time Phased Force Deployment Data to supportmobilization of assets.

  • Shall possess an understanding of Army Campaign Planning and integrate strategic direction into a command message that encompasses the future design of operations into communications that enfranchises all partners in the sustainment enterprise.

  • Broad knowledge of the Army sustainment enterprise at the Department of the Army and how it relates to other procuring headquarters, USTRANSCOM, and other ASCC headquarters is required to ensure strategic lines of communication are nested with current capabilities to enlist support across a wide array of sustainment organizations.

  • Possess a functional understanding of the Joint Operation Planning Process (JOPP) and assist in planning, logistics estimates, concepts of support, and coordination with joint service component commands and subordinate headquarters.

  • Proficient with the operational and strategic adaptive planning processes at the Department of the Army Major Command (MACOM) or DoD CombatantCommand (COCOM) level.

  • Demonstrated capability to plan, organize, and direct the operations of teams and to work with senior level personnel.

  • Shall be fully knowledgeable of COCOM AORs logistics structure and capabilities, and shall possess a working knowledge of Army, Air Force, Navy, and Marine logistics structure and capabilities in order to work as a joint element when it comes to logistical planning.

  • Ability to develop, present, and execute logistics plans and forecast long-term resource requirements in support of the COCOM Campaign Plans and long term operational strategy.

  • Shall monitor theater logistics policies.

  • Shall maintain Combat Service Support (CSS) situational awareness through all means of information systems, battle command systems, and CSS Mission Command information systems.

  • Shall monitor theater logistical priorities through attendance at various COCOM daily operation updates and staff meetings.

  • Shall maintain continuous liaison with other staff directorates, contractors, and commands within the AOR.

  • Shall coordinate and interpret ASCC and joint logistics system requirements with logistics managers in the ASCC AOR, AMC, DLA, Material Management Center (MMC), Theater Sustainment Command (TSC), COCOM, Logistic Support Agency (LOGSA), and deploying units/installations to maximize logistics performance and leverage the joint systems' unique capabilities.

  • Shall review plans to ensure they are comprehensive and are in compliance with directives a

nd guidance from HQDA, COCOM, and the ASCC in achieving operational objectives, and provide recommendations for updates.

  • Shall participate in ASCC exercises and deployments.

  • Shall assist with the development of operational level logistics Concepts of Operations (CONOPS), OPORDs, and associated annexes.

  • Shall participate and collaborate in joint operations planning to develop campaign plans, OPLANs, and OPORDs for the Geographic Commander.

  • Shall assist with developing and updating Level I (Commander's Estimate) thru Level IV OPLANs.

  • Shall assist the Plans Branch in developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander's theater strategy, campaign plans, OPLANs and OPORDs.

  • Shall assist with developing ASCC support to OPLANs and CONPLANs.

  • Shall review and provide analysis, comments, and summation of the Unified Command Plan, Contingency Planning Guidance, and Defense Planning Guidance and the Joint Service Capabilities Plan (JSCP).

  • Shall assist in the development of communications campaign to secure ASCC objectives across a number of parallel commands.

  • Provide Operations Research Systems Analyst (ORSA) expertise to plan, coordinate and conduct analysis related to Line of Effort (LOE) modeling andassessment of Third Army/US Army Central's (USARCENT) mission activity for USARCENT's Area of Responsibility (AOR). This responsibility coverscampaign assessments, country assessments, contingency assessments, and assessments for specific operations and exercises.

  • In consultation with Subject Matter Experts (SME), develops qualitative and quantitative metrics including Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) to assess progress towards achievement of USARCENT campaign plan objectives and desired effects. Identifies critical data elements and indicator variables; designs data collection plans; and organizes data reduction and analysis activities.

  • Develops Measures of Performance (MOPs) and Measures of Effectiveness (MOEs) which support the accomplishment of USARCENT campaign planobjectives, operational goals and desired effects.

  • Provide analytical and planning support to operational planning requirements. Responsible for evaluating current data within the assessment modeland for preparing applicable sections of briefings to senior officers and the command group. Identifies trends in operational conditions that affectUSARCENT campaign plan execution. Evaluates reported information with respect to predetermined criteria and target thresholds, then prepares statisticalresults for briefing to senior staff and general officers.

  • Provide campaign objective assessment development and analysis of courses of action in support of crisis action and deliberate planning requirements and ongoing operations in support of Overseas Contingency Operations, and no-notice support of real world events and exercises.

  • Serve as primary or alternate analyst in support of Boards, Bureaus, Centers, Cells and Working Groups (B2C2WG), including: the Unified Land Operations LOE WG; the Set the Theater LOE WG; the Shape LOE WG; the Enhance the Force WG; the Commander's Communication Strategy WG; and related Operational Planning Teams (OPT) as required.

  • Train, mentor and provide recommendations to staff on best practice methods to produce timely analysis and to synthesize recommended solutions.

Qualifications

Active Top Secret Clearance with SCI eligibility.

  • Minimum of ten (10) years of experience in managing the planning, programming, supervision, and execution of logistics programs.

  • Minimum of three (3) years of experience in Theater Logistics and logistics mission analysis processes in support of Joint Theater Logistics level deployment, distribution, sustainment, reconstitution, and Joint Reception Staging Onward Movement (JRSO) operations. Shall have a minimum of three (3) years' experience working in support of a Joint, U.S. Army, or component level headquarters.

  • Have logistics experience in deployment/combat in a support operations position.

  • Shall have a minimum of two (2) years of experience with the Military Decision Making Process (MDMP). Broad thought and experience is required to understand the effects of long-range, near-term, and current operations into the build of theater posture related to contingency plans the contractor shall provide detailed analysis to integrate those current assets that reside within theater and recommend additional forces as required.

  • Preferred, If the candidates have experience relating to COCOM OPLAN and CONPLAN Development.

Education:

  • Shall be, at a minimum, graduates of Military Intermediate Level Education (MEL4) program.

  • Graduates of either the School of Advanced Military Studies (SAMS) or Joint Operational Planners Course.

  • In lieu of, a minimum of 15-20 years of relevant experience i.e. "developing staff estimates and courses of actions for OPLANs and policy that support the geographic Combatant Commander's theater strategy, campaign plans, OPLANs and OPORDs".

Education:

  • Masters of Science Degree with documented coursework in operations research, industrial/systems engineering, systems analysis, or related field

The duties for this position will include but not be limited to the following: * Be responsible for the logistics support of multiple Army training exercises and activities to include Joint training exercises and activities. * Assist in planning, developing, and participating in exercise planning conferences, and make recommendations as appropriate to the agenda, exercise objectives, concept, and other applicable items, as they shall pertain to the provision of logistics support of assigned exercises. * Ability to plan, organize, coordinate, direct and control the logistics support of exercises affecting the current and long-range operations of this multi-mission military command. * Prepare logistics estimates and other products to assist in providing required logistics supply, service, and other life support for field training exercises (FTXs). * Assist with establishing logistics MSEL scenarios for mission rehearsal exercises / command post exercises using the JMSEL tool of the Joint Training Information Management System (JTIMS) or similar software applications. * Provides input into ARCENT's theater security cooperation program (TSC) and works closely with G37 to develop and synchronize CENTCOM / ARCENT readiness and partner shaping events while integrating simulations support into exercise and training programs. * Attends, participates, and supports the planning and execution of conferences and exercises throughout the CENTCOM AOR. * Possesses a functional understanding of the Joint Operational Planning and Execution System (JOPES) and monitors exercise data requirements necessary to formulate and submit TPFDD information for assigned exercises, meeting applicable deadlines. * On short notice, Contractor shall provide material to ARCENT, principal staff officers and Command Group, for briefings and recommend actions to correct deficiencies and/or deviations with logistics support to exercises. * Coordinates with other Defense / Federal agencies and installations to resolve conflicts / discrepancies for exercise support. Identifies necessary changes or improvements in documentation or justification and assists staff action officers in the development of the final exercise support concept. * Assist G4 PEPP and G37 to determine the best possible logistics solutions to support exercises to minimize costs, meet required timelines, and adhere to the level of performance required by exercise planners. * Shall obtain host nation support wherever possible and maximize the use of existing U.S Government facilities and resources if available. Have a clear understanding of and make use of existing acquisition and cross-servicing agreements (ACSA) if available with the host nation and pursue contracting solutions through the ARCENT OCS Cell. * Required to understand all aspects of the Requirement Review Board (RRB) and be able to complete all necessary documents neededto submit a packet to the RRB if necessary to provide logistics support to an exercise. All contracting tasks must be accomplished IAW US laws and executive orders, the FAR, DFARS, Service FAR supplements, DOD policy, CJCS policy, joint and Service doctrine, CENTCOM mission- specific directives, and any other applicable regulations and policies. * Required to prepare CCRB packets, but is not allowed to perform duties that are inherently governmental (e.g. COR). * Shall consult, train, and provide analytical assistance to units in determining, tailoring and documenting their deployment equipment requirements, and assist units with input of Deployment Equipment Lists (DEL) into the appropriate systems. * Shall coordinate with Military Surface Deployment and Distribution Command (SDDC) for all sealift requirements. Based upon the SDDC "Call Forward Message", assist units in understanding and meeting all guidance, instructions and requirements to get their equipment to the port * Shall provide recommendations and assist participating units with understanding and meeting exercise inland transportation guidance and requirements, and shall coordinate among the ports (air and sea) and participating units to ensure full and complete understanding and compliance wit port operations requirements.• Shall coordinate among Air Mobility Command (AMC), major commands, installations, RRC, state DMC, APOE and participating units to assure shared and accurate understanding of each air mission. * Shall determine deployment procedures for each APOE and notify major commands and participating units to ensure they have the proper manifests, show times, thorough understanding of unit responsibilities while at the APOE, and coordinate any support requirements at the APOE. * Shall provide regular airlift status, schedules, and changes to key ARCENT leaders and staff officers, as required.
