Under general supervision of the Chief Executive Officer, the ASC Administrator directs, plans, implements and evaluates the medical care provided at the ASC while maintaining clinical and financial excellence.  Coordinates the delivery of patient services; creates and maintains an environment conducive to learning.  Provides for the development and evaluation of staff.  Serves as a patient advocate within the health care system.  Accountable on a twenty-four (24) hour basis for the management of all facets of operations for the facility.   Assures that medical care meets legal, ethical, institutional, and professional standards. Participates in the Facility Quality Improvement and Service Excellence programs.  Interprets and facilitates the application and implementation of the philosophy, objectives, policies and procedures of the organization.

ESSENTIAL JOB FUNCTIONS

    1. Manages all daily aspects of operational functions of the facility. 
    2. Creates a collaborative, productive work environment through positive relationships with senior leadership, hospital directors, physicians, employees, patients/families and the community.
    3. Monitors the provision of patient care for all ASC cases.
    4. Acts as liaison between Governing Board, Medical Staff, and all hospital departments.  Collaborates with the surgeons and Medical Director.
    5. Investigates incidents and patient complaints, performing service recovery when possible.
    6. Ensures compliance with all regulatory and accreditation agency requirements.
    7. Develops and implements appropriate policies and procedures.
    8. Plans and provides a sufficient number of qualified and competent staff for the facility
    9. Establishes work schedules and assignments to ensure coverage as demonstrated by maintaining appropriate staff ratios within approved budgetary guidelines while ensuring safe, quality patient care.
    10. Ensures completion of all employee records including but not limited to: payroll, performance evaluations, competencies, personnel action requests etc.
    11. Ensures initial orientation and continuing education opportunities are presented appropriately for all department staff.
    12. Coordinates and participates in the development, implementation and evaluation of quality improvement processes for the facility.  Maintains quality control programs, as appropriate.
    13. Participates in the budget planning process by making recommendations for resources, including personnel, equipment and space as appropriate.
    14. Provides 24 hour accountability of leadership by appropriate delegation, using sound decision making and critical thinking skills.
    15. Functions competently in the staff role as necessary.
    16. Demonstrates adaptability, problem solving and professional behavior at all times.
    17. Participates in continuous Quality Improvement programs.
    18. Abides by the Legal Compliance Code of Conduct.
    19. Maintains patient confidentiality and appropriate handling of PHI.
    20. Maintains a safe work environment and reports safety concerns appropriately.
    21. Performs other related duties as assigned.

LATITUDE, CONTACTS/INTERACTIONS

All positions of Huntsville Memorial Hospital are part of an interdisciplinary team, and as such, participate in the care and service delivery process through effective interaction with other team members.  Primarily interacts with hospital staff, medical staff, patients, and visitors.

Requirements

QUALIFICATIONS

Education: Graduate of a school of professional nursing, BSN preferred.

Experience: Prior management experience preferred in ASC or other Perioperative setting.

Licensure/Certification: Current licensure as a Registered Nurse in the State of Texas, or immediately eligible.  Basic Life Support certification required within 30 days of employment. CNOR certification preferred.

PHYSICAL DEMANDS AND WORKING CONDITIONS

Frequent: standing, walking, lifting, carrying, pushing, pulling & reaching.

Occasional: sitting, bending, squatting, climbing kneeling, twisting.

Visual and hearing acuity required; Color vision required for perceiving changes in patients’ skin color and colors of medicines and solutions.  Work is mostly inside, with good ventilation and comfortable temperature.

Possible exposure to: toxic/caustic chemicals or detergents, moving mechanical parts, potential electric shock, radiant energy, communicable diseases, blood borne pathogens.
