Purpose of Classification

The purpose of this classification is to work with staff and the community as an advocate for arts and culture and implementation of the County's Arts and Culture Strategic Plan. The Arts & Culture Manager will deepen the Tourism Division's and other County divisions existing partnerships and pioneer new enterprises, collaborating with community groups, nonprofits, schools, private industry, foundations and cultural organizations across the county, region and nationally.

The Arts & Culture Manager will be charged with substantively increasing access to and improving arts programming and services, proactively striving to create opportunities for the County. A transformational leader, the Manager will offer creative ideas to adapt, strengthen, and when appropriate, diversify the County's programs and partnerships to address the changing needs of the community.

Essential Functions

Implements programs with an emphasis on arts and culture that include: Cultural Funding Programs, Management and Technical Assistance, Community Arts, Arts Education, Public Art, Cultural Tourism, Public Events, Arts in Economic Development and special initiatives.

Provides oversight of management and development of cultural programs, fundraising assistance, solicitations and grants administration, acquisition negotiations, contracts, media relations, marketing, facilities operations and department services to the general public as they relate to the Collier County Arts and Culture Strategic Plan. Promotes cooperation and participation in art, culture between other institutions, citizens, agencies, and governmental entities.

Publicizes, coordinates, and improves programs and services to deliver and increase marketing of quality programs. Ensures compliance with applicable accreditation standards and practices. Explores joint marketing strategies with other entities to attract, retain and diversify audiences.

Assesses and identifies community needs, opportunities and develop strategic initiatives. Confers with staff, advisory boards, foundations, financial supporters and elected officials on acquisitions, preservation efforts and effectiveness assessments. Promotes, encourages and develops international cultural activities between municipalities, the Florida Division of Cultural Affairs, National Endowment of the Arts and Humanities, and other local, state and nationwide art agencies and organizations to develop and exchange programs and activities.

Assists with programming and promotion of events in County-owned facilities. Serves as liaison with other departments, business community and other entities involved with economic development. Collects, compiles, and disseminates department activity information to the public.

Promotes the functions, programs, events and legislation related to the arts and culture. Implements and maintains County advisory boards and foundations and make recommendations on arts and culture and resources consistent with the purpose of the department. Includes providing research, analysis and assistance in identifying funding resources.

Facilitates the preparation of meetings and minutes and maintain public records of the boards. Represents the arts and culture community at professional conventions and community social events. Participates in and/or conducts seminars.

Communicates with Board of County Commissioners and their respective aides as requested and makes both informal and formal representation to the BCC and other boards. Promotes Collier County Government in all professional interactions, demonstrating a positive attitude and high level of customer service. Monitors, coordinates, or conducts various projects as assigned; discusses projects with parties involved; gathers proposals and provides recommendations; tracks status and costs of projects.

Prepares or completes various forms, reports, correspondence, presentation materials, spreadsheets, newsletters, or other documents. Receives various forms, reports, correspondence, operational reports, statistical data, proposals, laws, statutes, codes, ordinances, policies procedures, manuals, reference materials, or other documentation; reviews, completes, processes, forwards or retains as appropriate. Communicates with County Manager, Deputy County Managers, Executive Director, County Commissioners, Department Heads, Division Directors, County staff, local businesses, community organizations, the public, outside agencies, and other individuals as needed to coordinate work activities, exchange information, resolve problems, or give/receive advice/direction. Maintains a comprehensive, current knowledge of applicable laws/regulations; maintains an awareness of new trends and advances in the profession; reads professional literature; attends workshops and training sessions as appropriate.

Minimum Qualifications

Bachelor's degree from an accredited college or university with major coursework in arts administration or closely related field; Master's degree preferred. Requires six (6) years in arts and event management including four (4) years high level supervisory and administrative experience or closely related experience.

Travel required. Must possess and maintain a valid Florida Driver's License with any applicable endorsements and maintain eligibility requirements and endorsement(s) to drive a County vehicle as provided in CMA 5805. Fingerprinting required.
