  • This is a time-limited position.   It is full-time (40 hours per week) with State Benefits for a limited time.  Although the length of time this position will be active cannot be determined,

it has the potential to extend up to 3 years (36 months).

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

The primary purpose of this position is to supervise the work effort of the Viable Utilities Projects Unit (https://www.deq.nc.gov/about/divisions/water-infrastructure/viable-utilities) in the review of funding applications, environmental assessments and engineering reports, and engineering drawings and speci?cations, and to provide oversight of the construction management of funded projects. This position assists other Division Supervisors, including the Division Director and Viable Utilities Unit Engineering Supervisor in program development and implementation as needed.

The position will manage engineering and non-engineering staff in the work unit, will closely coordinate with other Viable Utilities Unit and Division of Water Infrastructure supervisors and staff, will review work products of the Viable Utilities Projects Unit, and will provide supervisory support for other Office of Continuous Improvement (OCI) staff in the Viable Utilities Unit.  This position will assume primary responsibility for reporting related to projects funded by the American Rescue Act Plan (ARPA) from the Viable Utilities Unit to OCI.

Key Responsibilities:

  • Plan, organize and direct work operations, monitor workflow and develop strategies to improve personal and staff performance.

  • Continually assess work situations to meet program requirements including development of solutions to unique problems, and development of appropriate priorities, processes, and procedures.

  • Analyze, interpret, and/or evaluate program data, reports, or proposals pertaining to work unit to identify and address deficiencies, implement workflow modifications, adjust workloads, and identify key metrics for monitoring and reporting purposes.

  • Coordinate and review for completeness the required steps for funding and contracting procedures for projects according to set standards.

  • Select, train, mentor and direct professional staff to implement work unit and Division programmatic goals.

Office of Continuous Improvement:

The North Carolina Department of Environmental Quality (NCDEQ) Office of Continuous Improvement is responsible for the planning and implementation of programs, grant administration and sub recipient monitoring designated in the state statute/budget that are primarily focused on executing the programs associated with the American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act, resiliency programming, and other large scale funding programs which will total about $3.5B in funding

The Division of Water Infrastructure:

The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve.

DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state's water resources. Recruitment Range: $66,016 - $113,618

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of state and federal rules, statutes, and/or policies relating to water and wastewater infrastructure projects.

  • Demonstrated experience in project management for wastewater and/or water infrastructure system funding, design, construction, rehabilitation, and/or modification.

  • Demonstrated experience communicating information in verbal and/or written format to consulting engineers, federal/state officials, municipal/local officials, permit applicants, and/or the public.

  • Demonstrated experience in analyzing, interpreting, and/or evaluating program data, reports, or proposals.
