 *This is a time-limited position.   It is full-time (40 hours per week) with State Benefits for a limited time.  Although the length of time this position will be active cannot be determined,

it has the potential to extend up to 3 years (36 months).

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

These positions review the disbursement request activities of local governments funded by the Department Environmental Quality's Division of Water Infrastructure. This position will assist with the coordination, review, evaluation and auditing of contracts, invoices and reports filed by local governments who are receiving funds from the Department of Environmental Quality's Division of Water Infrastructure.

Other Key Responsibilities:

  • Coordinating review and approval of disbursement requests from local governments

  • Provide technical assistance and consulting to local governments receiving Department funds to promote continued financial and grant compliance.

  • Keeping records and examining records related to various funding resources used

  • Identify and manage appropriate data collection processes

Office of Continuous Improvement:

The North Carolina Department of Environmental Quality (NCDEQ) Office of Continuous Improvement is responsible for the planning and implementation of programs, grant administration and sub recipient monitoring designated in the state statute/budget that are primarily focused on executing the programs associated with the American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act, resiliency programming, and other large scale funding programs.

Recruitment Range:  $40,442 - $64,886

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated knowledge of the general principles of financial management and/or generally accepted accounting principles and/or business administration practices.

  • Demonstrated experience of current state or local government financial procedures.

  • Demonstrated experience reviewing documentation to support financial conclusions.

Management Preferences:

  • Familiarity or knowledge of NCDOT's Grants Management System

Bachelor's degree in accounting, finance, or business administration, public administration, or a related discipline from an accredited institution and one year of related experience; or an equivalent combination of education and experience.
