  • This is a time-limited position.   It is full-time (40 hours per week) with State Benefits for a limited time.  Although the length of time this position will be active cannot be determined, it has the potential to extend up to 3 years (36 months).

This position currently qualifies for a hybrid telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hybrid/remote roles. Telework options are subject to change at the discretion of management.

This position reviews funding applications for drinking water and wastewater infrastructure planning, construction, or rehabilitation projects as well as the engineering reports, engineering drawings, and specifications submitted to the Division for the projects receiving funding. The position independently performs construction management duties for projects, which may include review of change orders for eligibility and performance of regular inspections to ensure projects are constructed according to the approved plans and specifications.

Key Responsibilities:

  • Review engineering designs, reports, plans and specifications, calculations and other supporting information submitted for approval to fund water and wastewater systems.

  • Evaluate documentation for compliance with federal/state rules and regulations, DWI polices, funding source requirements and basic engineering practices.

  • Perform project management duties such as project tracking, facilitating fund disbursements, and performing inspections.

  • Provide program outreach activities and technical assistance to applicants, consultants, the public, etc. including training addressing fund application, management, etc.

Office of Continuous Improvement:

The North Carolina Department of Environmental Quality (NCDEQ) Office of Continuous Improvement is responsible for the planning and implementation of programs, grant administration and sub recipient monitoring designated in the state statute/budget that are primarily focused on executing the programs associated with the American Rescue Plan Act (ARPA), Infrastructure Investment and Jobs Act, resiliency programming, and other large scale funding programs which will total about $3.5B in funding

The Division of Water Infrastructure:

The Division of Water Infrastructure (DWI) administers water, wastewater, and stormwater funding programs in the Department of Environmental Quality according to Federal and State laws, including the Water Infrastructure Fund as described in NCGS 159G and the Community Development Block Grants for water and wastewater infrastructure. Water Infrastructure Fund programs include the federal Clean Water State Revolving Fund, the federal Drinking Water State Revolving Fund, the state Viable Utility Reserve, the state Wastewater Reserve, and the state Drinking Water Reserve. DWI supports the State Water Infrastructure Authority which awards federal and state funding for water and wastewater infrastructure projects. DWI assists eligible applicants in meeting drinking water, stormwater, and wastewater needs to protect public health and the state's water resources. Recruitment Range: $54,197- $90,430

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Ability to apply the basic engineering concepts, practices, and theories involved in the design, development, review, permitting, and/or operations of projects/sites and their potential environmental and safety impacts.

  • Ability to review engineering/technical plans and/or data for completeness, compatibility, compliance with engineering principles, standards, codes or design needs.

  • Ability to make recommendations to higher level engineers or managers on project concerns/issues.

  • Ability to communicate, both verbally and in written form, with people such as the general public, environmental contacts, public officials, and other similar personnel.

  • Ability to write technical reports and use spreadsheets or databases.

  • Valid driver's license.
