The incumbent is responsible for assisting the Assistant Regional Census Manager (ARCM) or designated supervisor in the management of all field, office, and evaluation operations for Decennial pretests and Decennial Operations including the Census Coverage Management (CCM) and Quality Assurance (QA) operations.

This vacancy is for an Area Manager position located in New York, NY.

The individual selected for this position will:

  • Develops and maintains a wide variety of outside contacts with local civic associations, businesses, religious groups, and other community-based organizations.

  • Works with local organizations to promote the census.

  • Responsible for the overall management, oversight, and close control of field office, and evaluation operations of the Area Census Office.

  • Provides coordination, technical direction, observes field observations, and provides analytical and logistical support in the Regional Census Center.

  • Monitors the cost and progress reports of field, office, and evaluation activities to assure operations are conducted on schedule and within budgeted allocations.

  • Takes necessary actions to correct operations which are beginning in schedule or which have costs in excess of budgeted allocations.

  • Performs or directs the recruiting, interviewing, testing, selection, and induction of new employees, develop a strategic plan for ACO enumeration and recruitment.

Travel Required
25% or less - Position requires frequent travel, 25% local travel and 25% overnight travel.

Specialized Experience:

For the GG-13, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service.

Experience for this position includes supervising a staff; analyzing and monitoring the quality of work; using knowlege of data collection procedures and techniques to resolve problems related to the review; analyzing and researching information to write technical reports; determining and implementing recruiting goals; and monitoring cost and progress reports to ensure successful completion field operations.

Education cannot be substituted for experience at this grade level.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

JOB SUMMARY As an Original Content Producer, this person will be responsible for pitching, researching, developing, writing, editing, shooting, producing special content for various platforms including documentaries, investigative pieces, magazine, health and medical. The ideal candidate will be a versatile storyteller who knows how to dig deep into topics of interest to the community, and turn concepts into immersive and meaningful mini-documentaries. MAJOR DUTIES AND RESPONSIBILITIES * Produce creative, impactful and original stories for assigned segments that may include investigative and deep dive stories, or arts and entertainment stories. * Create original and compelling documentaries and/or original and long form programming segments, conducting interviews, writing and editing scripts, field producing, shooting and editing video as needed. * Gather information for segments using beat sources, contacts and leads. * Verifies stories are written to the pictures being edited and/or vice versa. * Build contacts and sources within the community. * Identify and pitch documentary and/or cultural, arts and entertainment ideas. * Work on assigned stories developed by editorial team. * Write, shoot, produce and edit own stories for an assigned segment or news series. * Combine video, audio and graphics to tell the story effectively. * Work with a photographer on occasion. * Field-produces as needed. * Work with Legal team to ensure editorial standards of all segments. * Perform other duties as assigned.
