What does a Area Manager do?

As an Area Manager, you will be responsible for the direction and coordination of all administrative and clerical/program support services provided to Counsel offices nationwide. You will serve as one of several field Area Managers, and, as such, will be responsible for managing the delivery of F&M administrative and support services within an assigned geographic area and/or organizational component.

Responsibilities

The following are the duties of this position at the GS-14 grade level. If you are selected at a lower grade level, you will have the opportunity to learn to perform all these duties, as well as receive training to help you grow in this position. As an Area Manager, you will:

  • Work closely with Counsel and IRS executives in the formulation, development, and implementation of national and local policies and procedures to ensure the integration and coordination of Chief Counsel programs; serve as a consultant and expert on program missions, changes, policies, improvements, etc. for the Associate Chief Counsel (F&M) and other top Chief Counsel officials. Responsibilities constitute one of the significant sources for program planning on a national scale.

  • Direct financial and data management services in support of the Area's legal programs and personnel; coordinate the record-keeping activities of all costs and expenditures relating to the Area's legal programs, including data relating to staff year utilization and projections; as requested, assist the Area Counsels and/or their representative in formulating annual budget requests and resolving budget execution issues, such as redistributing funds to cover shortfalls.

  • Manage, through one or more personnel specialists, all Area personnel and performance management support activities; provide oversight of Area delegated examining activities and/or coordinate the provision of such services; provide guidance and solutions to managers in identifying recruiting strategies; provide personnel-related statistical information to Area-wide and Headquarters management on an ad hoc basis and through recurring reports.

  • Direct and coordinate all Area activities dealing with facilities and space management issues, including the administration of procurement policies and procedures; coordinate activities in these financial areas with IRS as appropriate.

  • Keep the Associate Chief Counsel (F&M) apprised of any unusual, sensitive, or controversial issues that arise, particularly those that cut across Area Counsel functions; act as the Area representative for the Associate Chief Counsel (F&M) in the resolution of such matters.

  • Perform other duties as assigned.

You must meet the following requirements by the closing date of this announcement:

GS-13: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience for this position includes: having supervised a staff; provided information and assistance to management on administrative and program management procedures in areas of facilities, personnel, and budget, and able to provide expert advice in at least two of the aforementioned areas; conducted independent evaluations of administrative functions and recommended process improvements; implemented improvements to complex management processes and systems; resolved issues related to day-to-day administrative support services; developed and maintained working relationships with other organizations or major components within your organization.

In addition to the above requirements, you must have 52 weeks at the GS-12 level (time-in-grade requirement).

GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position includes: having managed front line supervisors; provided expert advice to leadership on administrative and program management procedures in areas of facilities, personnel, and budget; conducted independent evaluations of administrative functions and recommended process improvements; implemented improvements to complex management processes and systems; contributed diplomatically to the resolution of issues and/or conflicts between divisions within the enterprise; developed and maintained working relationships with other organizations or major components within your organization.

In addition to the above requirements, you must have 52 weeks at the GS-13 level (time-in-grade requirement).

The experience may have been gained in the public, private sector, or Volunteer Service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. MINIMUM QUALIFICATIONS: Prior experience as a full-service General Manager. Working knowledge of financial/accounting procedures. Ability to work AM and PM shifts, including weekends and holidays. Ability to read, write and speak the English language fluently. ADDITIONAL QUALIFICATIONS: Ability to be flexible with constantly changing environment. Brand experience helpful.
