Salary Grade NC16 Salary Range $54,197- $94,844

This position has responsibility for Division's equipment fleet operations including repair standards and utilization potential. Position provides technical oversight and supervision for NCDOT eastern divisions.

This position performs research on commonality of problems and assigns repair strategies to ensure compliance with all applicable rules necessary for task completion. This position determines equipment repair strategies and addressing these repairs in accordance with equipment design. This is developed through collaboration with the Director of Equipment and others in the staff, Equipment committees, Divisional repair staff including Superintendents, information and data obtained through field investigations, private sector interaction and consultation with various level of Departmental Management.

This position is responsible for the general maintenance and upkeep of all State equipment utilized and functioning within a division. This includes dealing with major mechanical malfunctions, private sector malfunction codes, assembly and analysis of malfunction results, interpretation of the malfunction results and formulating solutions for timely and cost-effective solutions.

This also includes building and continual review of repair processes for various manufacturers and complexities of equipment. This action requires this position to prioritize and schedule strategy including as a minimum "repair-build" scenarios and report to the private sector with solution development and strategic placed planning including potential repair analysis. This position serves to make recommendations to multiple "standing" equipment committees that may alter Departmental costing/buying practices.

This includes performance of detailed tasks and reporting on defects in the equipment, components of the equipment and safety features of various make/model/year of equipment. This process includes various levels of public and private sector forces but is not limited to various Division personnel, manufacturers, engineers, other methods, to affect a design and/or construction change to the vehicles and equipment. This position monitors equipment operations using on-site and reporting criteria.

Knowledge of various software packages and the analyzing and preparation of various levels of reports are essential. This position serves to schedule and conduct various equipment related meetings including staff, safety meetings, and equipment shop review. Attendance is required at various other divisional and statewide meetings.

Work within special projects that may encompass any task, examples may include negotiation of contractual relationship with vendor, serve on a steering committee, and conduct surveys with other agencies, etc. Total review and researching of the departmental Product Information Reports (PIR) system, this includes investigating, recording of events, and reporting to Fleet Support Manager on problematic areas within the equipment functionality and analyze the problems with vendors and manufacturers. Negotiates with the vendor adequate repair strategy resolution for potential operational or safety concerns.

Use the methodology derived in problem resolution to insure installation of needed modifications to the fleet. Review management goals with the authority to change the methods of performing repairs strategies. Responsible for assuring that shops and equipment comply with air and water pollution rules and regulations.

Monitor physical location and mandated documentation at each shop where equipment and infrastructure affect environmental areas. Conducts routine inspections to ensure compliance in all areas of environmental concerns. Responsible for the safety and security of personnel, equipment, parts, and supplies.   • Thorough knowledge of operation principles of an equipment fleet.

  • Knowledge of tools and materials used in the repairing of a fleet including the safety and environmental impact of repair strategies.

  • Demonstrated ability to design and implement innovative support systems for equipment/equipment maintenance facilities including investigative processes of malfunctions and researching viable repairs.

  • Knowledge of budgetary and cost impact on fleet operation, impact to existing budgetary constraints, as well as repair of automobiles, trucks, construction equipment, and repair shop.

  • Demonstrated ability to report productivity

Bachelor's degree from an appropriately accredited institution and two (2) years of experience managing an equipment fleet; or Associate's degree in automotive mechanics, automotive technology, heavy equipment mechanics or a related field and four (4) years of experience managing an equipment fleet; or High School or General Educational Development (GED) diploma and six (6) years of experience managing an equipment fleet; or an equivalent combination of training and experience.Katlyn Godwin, 919-835-8426
