Architect

The employee serves as the Architect in the Design and Construction Division in the Office of NPS Liaison to the White House. The Division supports the White House and President's Park in the planning, management, maintenance, historic preservation, repair and construction of park facilities, including buildings, utilities, roads and other physical assets.

The major duties of the Architect position include, but are not limited to, the following:

• Serves as Architect for the White House and President's Park, responsible for planning, design, construction, and maintenance of the White House and President's Park areas.

• Conducts on-site investigations of project sites to determine the feasibility of proposed projects, including the development of design alternatives and subsequent analysis to ensure project is consistent with NPS policies, guidelines and standards.

• Conducts and coordinates research projects related to the identification, documentation, analysis and evaluation of architectural needs in the Park.

• Develops and implements plans and planning documents for the White House and President's Park.

• Reviews design and construction projects for conformance with applicable codes, health and safety, and environmental requirements.

All qualifications must be met by the closing date of this announcement-03/21/2024-unless otherwise stated in this vacancy announcement.

Credit will be given for all appropriate qualifying experience. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 for each federal position listed as part of your application to be used to validate your work schedule and determine the amount of qualifying experience that you will be granted.

An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected.

To qualify for the Architect GS-13 position, you must meet one of the following Basic Requirements in order to be eligible for this position:

Degree in Architecture; or related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.

• OR-

A combination of college-level education, training and/or technical experience that furnished (1) a thorough knowledge of the arts and sciences underlying professional architecture, and (2) a good understanding, both theoretical and practical, of the architectural principles, methods, and techniques and their applications to the design and construction or improvement of buildings. The adequacy of such background must be demonstrated by at least one of the following:

• Related Curriculum - degree in architectural engineering may be accepted as satisfying in full the basic requirements, provided the completed course work in architectural engineering provided knowledge, skills and abilities substantially equivalent to those provided in the courses specified in paragraph A. The curriculum for a degree in either architecture or architectural engineering covers functions, esthetics, site, structure, economics, mechanical-electrical, and other engineering problems related to the design and construction of buildings primarily (but not exclusively) intended to house human activities.
  
  The courses required for a degree in architecture generally place emphasis upon planning, esthetics, and materials and methods of construction while the courses for an architectural engineering degree place equal or greater weight on the technical engineering aspects such as structural systems, mechanical systems, and the properties of materials. Because of this difference in emphasis, persons with degrees in architecture may have a preference for work assignments that offer greater opportunities for them to express their artistic and creative abilities. As a result, they may be more concerned with planning and design aspects of architecture and persons with degrees in architectural engineering may be more engaged in aspects emphasizing technical engineering considerations.

• Experience: An applicant lacking a degree in architecture must have had l year of experience in an architect's office or in architectural work for each year short of graduation from a program of study in architecture.
  
  In the absence of college courses, 5 years of such experience is required. This experience must have demonstrated that the applicant has acquired a thorough knowledge of the fundamental principles and theories of professional architecture.

Selective Placement Factor: This position requires the incumbent to possess and maintain a license as a registered Architect from a state or territory of the United States. Candidates who do not meet this requirement by close of this announcement will receive no further consideration for this position.

To qualify for the Architect position at the GS-13 grade, you must meet the following minimum qualifications by the closing date of this announcement:

EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-12 grade level in the Federal service (obtained in either the public or private sectors). This experience must include all of: (1) Professional experience working with reference standards, policies, principles, and regulations; (2) serving as an expert engineer/architect in the design construction and renovation of projects; (3) evaluating and analyzing data, development concepts, recommending solutions to problems related to highly visible and design issues; (4) planning and monitoring projects to ensure compliance with practices, standards, and specifications; identifying project requirements (for example, scope, time, cost and quality); and (5) communicating technical information orally and in writing.

You must include months, years and hours per week worked to receive credit for your work and/or volunteer experience. One year of specialized experience is equivalent to 12 months at 40 hours per week.

Part-time hours are prorated. You will not receive any credit for experience that does not indicate exact hours per week or is listed as "varies". Experience listed as full-time will be credited at 40 hours per week.

Volunteer Experience: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
