The selectee for this position will serve as an ARCHAEOLOGIST for the DEPARTMENT OF THENAVY.

THIS IS AN EXPEDITED HIRING AUTHORITY ANNOUNCEMENT. The Duncan Hunter National Defense Authorization Act (NDAA) FY 2009 provides that the Secretary of Defense can designate acquisition positions as shortage positions and recruit and appoint highly qualified persons to these positions. This announcement is open to accept resumes from candidates interested in helping the Department of the Navy meet our mission requirements for the acquisition of systems, equipment and facilities.

This public notice announcement is for anticipated vacancies to be filled under the Expedited Hiring Authority (EHA) for acquisition positions located at Department of Navy installations identified in this public notice. Positions may be filled as permanent, term, or temporary with a full-time or part-time work schedule.

Pay will vary by geographic location. There may or may not be actual/projected vacancies at the time you submit your application. As such, Notices of Results (NORs) may or may not be sent to applicants who apply to this announcement. Vacancies filled from this announcement may be filled at any grade level listed and in equivalent pay systems (e.g., NH, NJ, NK, etc.). Selectees may be appointed to a position with promotion potential (e.g. selected at the GS-5 grade with potential to the GS-11). If selected below the full performance level, incumbent may be noncompetitively promoted to the next higher grade level after meeting all regulatory requirements, and upon the recommendation of management. Promotion is neither implied nor guaranteed.

Temporary appointments may be extended up to 3 years at the discretion of management and in accordance with applicable regulations.

Term appointments may be extended up to 6 years at the discretion of management and in accordance with applicable regulations. Additionally, selectees may be noncompetitively converted to permanent career-conditional or career appointments under specific conditions.

Responsibilities

Duties and responsibilities vary and increase according to grade level. Successful selectees will perform duties such as:

  • Performing archaeological surveys and evaluations to identify the presence of cultural resources for the installation's Cultural Resource Management.

  • Performing archaeological monitoring for archaeological sites to avoid and monitor impacts on cultural resources.

  • Reviewing contractor developed technical reports for sufficiency in meeting national cultural resources standards and in accordance with the installations Programmatic Agreement.

  • Assisting the installation with reviewing and implementing cultural resource policies that adhere to cultural resource compliance laws.

  • Reviewing project plans and designs to ensure compliance with historic preservation regulations.

Positions may be subject to work an uncommon tour, including nights, weekends, and holidays to meet mission requirements. Overtime or night differential pay and/or unusual duty hours may be required.

Positions may be eligible for part time, full time or ad-hoc telework at the discretion of management.

Travel Required

Occasional travel - Travel requirements will vary. Travel from normal duty station to CONUS and OCONUS may be required and may include remote or isolated sites. Travel may be on military and commercial aircraft for extended periods of time.

This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA) and requires additional education, training and experience. Senior level positions may be designated as CAP with further designation as a Key Leadership Position (KLP). As a KLP, the selectee will be required to sign a Tenure Agreement which requests the selectee to remain in this position for a designated period of time, generally 3-4 years.

Must be able to obtain an interim and/or final (e.g., confidential/secret/top secret, etc.) security clearance prior to entrance on duty AND must be able to maintain the required level of clearance while employed in the subject position. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.

Positions that are supervisory/ managerial require that first time supervisors/managers complete a one-year trial/probationary period if not previously completed in a competitive or other excepted service position. Supervisors in the executive branch have a heightened personal responsibility for advancing government ethics. The selectee will be required to review the 14 General Principles of Ethical Conduct at 5 CFR 2635.101.

A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.

Qualifications

In order to qualify for this position, your resume must provide sufficient experience and/or education, knowledge, skills, and abilities to perform the duties of the specific position for which you are being considered. Your resume is the key means we have for evaluating your skills, knowledge, and abilities as they relate to this position. Therefore, we encourage you to be clear and specific when describing your experience.

BASIC REQUIREMENTS: A bachelor's degree or higher at an accredited college or university that included 3 semester hours each in the following course areas: 1) History of archeology; 2) Archeology of a major geographical area such as North America or Africa; 3) Regional archeology, archeological cultures, or sites in a specific part or portion of a major geographical area to acquire or develop a foundation for regional specialization for professional development; 4) Theory and methods of archeology.

Methods include, but are not limited to, typology, classification, sampling, cultural evolution, di??usion, dating, and analytical techniques; 5) Archeological field school, to provide a basic understanding of theoretical and practical approaches to research design implementation, field preservation techniques, and report preparation by participation in actual field work AND six semester hours of related course work in: 1) Geography, geology, or cultural geography; 2) History, historiography, or historical archeology; 3) Environmental studies; 4) Scientific writing (nonfiction English composition); and/or 5) Surveying AND Archeological field school. Note: You must submit a copy of your transcripts to be considered for the position OR have successfully completed a bachelor's degree or higher at an accredited college or university in anthropology (with emphasis on ethnology, physical anthropology, or scientific linguistics), history, American studies, or a related discipline may be accepted as satisfying in full the educational requirements, provided the curriculum supplied academic course work su??iciently similar to the requirements above (including archeological field school). Note: You must submit a copy of your transcripts to be considered for the position OR have a combination of education and experience with College-level education or training that provided knowledge equivalent to that described above, plus appropriate technical experience or additional education.

OR have four years of archeological work experience that demonstrated a thorough knowledge of the fundamental principles and theories of professional archeology. The work experience must have included archeology field experience, which may include that gained in an archeological field school.

Field experience should have included a combination of professional experience in archeological survey, excavation, laboratory analysis, and preparation of written materials. Applicants with such field experience should, after additional experience under the direction of a higher grade archeologist, be able to demonstrate the ability to be a crew chief, directing the work of others at a single location as part of a larger archeological project. GS-05: Applicants who meet the basic requirements described above are fully qualified for GS-5.

GS-07: Your resume must also demonstrate that you have successfully completed one full year of graduate level education OR you have have successfully completed a bachelor's degree with superior academic achievement OR you have at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Archaeologist collecting, analyzing and interpreting data by applying principles, theories, concepts, methods, and scientific techniques

GS-09: Your resume must also demonstrate that you have successfully completed a master's or equivalent graduate degree OR have successfully completed two full years of progressively higher graduate level education leading to a master's degree OR you have obtained an LL.B. or J.D. that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Archaeologist assisting in the examination, documentation and preservation of artifacts by applying principles, theories, concepts, methods, and scientific techniques

GS-11: Your resume must also demonstrate that you have have successfully completed a Ph.D. or equivalent doctoral degree OR you have successfully completed three full years of progressively higher level graduate education leading to a Ph.D. or equivalent degree OR you have successfully completed an LL.M. degree that is related to the position being filled OR you have at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Archaeologist performing preservation and maintaining written, photographic and drawn records and electronic databases.

GS-12: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Archaeologist excavating, dating and interpreting finds of historical interest to establish the age of an artifact and its origin for archaeological resources.

GS-13: Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector as a professional Archaeologist planning site surveys and excavations or writing reports, papers and other articles for publication to maintain historic preservation and cultural resources programs.
