Arkansas PBS seeks a Director in the Finance and Administration Department (CFO). The Chief Financial Officer reports to the Executive Director and serves as a key member of the executive leadership team. The CFO directs financial division strategies and activities by establishing financial goals, objectives, and short and long-range plans to ensure consistency with overall agency mission.

This includes annual, biennial, and interim budgets, and reallocation needs of the department; ensuring accuracy of financial data through the review and creation of financial and statistical reports; developing and/or overseeing policies and procedures for new and revised accounting. This position maintains active communication and collaboration with the Arkansas Department of Finance and Administration.

In the area of administration, the CFO oversees the development, revision, implementation, and monitoring of administrative policies and procedures, following established state guidelines for purchasing and maintains clear and functioning internal systems and controls. This position oversees the progress and finalization of department work product, interviewing and selecting department applicants or approving selections.

The Arkansas PBS CFO also supervises HR functions for the agency/network, ensuring successful talent acquisition and retainment, and appropriate training for Arkansas PBS staff; strengthening organizational culture and diversity; supervising the performance evaluation process, helping establish personnel staff work priorities, and maintaining effective communication and collaboration with the State Office of Personnel Management.

As a key member of the executive leadership team, the CFO lends vision and helps deliver promise of vision; provides technical assistance, guidance, and information to internal and external contacts, legislators, vendors and customers by researching and interpreting federal and state laws and agency policies and procedures; monitors legislation affecting the agency and affiliated foundation and represents agency before legislative committees; The ideal CFO candidate possesses excellent verbal & written communication skills.

Preferred Qualifications: CPA certification with 8-10 years of experience in fiscal and personnel management; experience and knowledge of Arkansas State government and/or public broadcasting; experience in researching legal issues; familiarity with FCC regulations; knowledge of modern automated business and accounting systems (such as AASIS); law degree a plus.

Summary

The Arkansas Educational Television Network (AETN) Deputy Director for Administration and Finance is responsible for directing the areas of administration, fiscal management, and legal affairs for AETN and its affiliated private non-profit AETN Foundation. This position is governed by state and federal laws and agency/institution policy.

Functions

Directs the activities of a large professional and administrative support staff through lower-level supervisors by approving hiring recommendations, reviewing performance evaluations, evaluating the performance of immediate subordinates, and reviewing and approving a variety of actions, policies, or procedures recommended by subordinates. Develops or oversees the development and distribution of policies and procedures for new and revised accounting, budgetary, purchasing, physical plant maintenance, personnel, and other administrative systems.

Serves as primary legal advisor for the agency and foundation by researching legal issues, proposing solutions and policies, drafting proposed legislation, and monitoring legislation affecting the agency and the foundation. Directs budget and strategic planning functions and oversees adjustments to meet agency priorities and mission by providing advice and instructions on procedures, limitations, resources, and problems. Monitors agency financial status through agency controller on fund balances, inventory, investments, project costs, and computer system status.

Coordinates audits by various regulatory bodies and grantors by establishing internal systems and controls, coordinating periodic risk assessments, recommending preemptive actions and policy changes as needed, and monitoring agency activities to ensure compliance with laws and policies. Supervises reception and switchboard services, building and ground maintenance, and shipping and receiving activities through lower-level supervisors. Initiates projects, observes results, and responds to emergencies, problems, or complaints. Performs other duties as assigned.

Minimum Qualifications

The formal education equivalent of a bachelor's degree in accounting, general business, public administration, personnel management, or a related field; plus five years of experience in fiscal or personnel management, including two years of experience in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.
