Under direction, to implement and supervise the operation of the City's aquatic facilities and staff, variety of aquatic, recreational, and community service programs; and perform related work as required.

Oversees and schedules the operation of the City's aquatic facilities; develops, supervises, evaluates, plans, schedules, and promotes diversified aquatic programs, including but not limited to: Learn-to-Swim classes, contract classes, lap swimming, drop-in camps, special events; conducts in-service training and rescue drills for staff; ensures the daily monitoring by staff of aquatic revenue, attendance, accident and/or incidents, air and water temperature, and chlorine and acid levels; assists with facility maintenance and identifies facility equipment needs, and promptly submits reports documenting these factors; inspects for unsafe conditions or practices and recommends corrective actions; complies with and directs personnel to comply with and conform to departmental rules and regulations, City policies and procedures, and local, state, and federal laws; attends meetings and conferences; prepares and presents written and oral reports; conducts surveys and analyses (i.e., aquatic trends, classes, programs, fee structures); oversees, plans, organizes, collaborates, develops, and maintains relations with City departments, community partners, and user groups to include additional affiliations and revenue sources; reviews experience and quality assessments of potential contractors; assists with budget preparation; coordinates the activities of volunteers; supervises, trains, and evaluates employees; makes recommendations regarding hiring, promotions, transfers, and disciplinary action, up to and including termination; drives on City business.

Employment Standards:

Knowledge of - standard aquatic operation and management techniques; principles and practices of recreation administration; principles and practices of sound personnel management and supervision; pool filter systems and water maintenance conditions; safe handling and use of pool chemicals; applicable safety precautions and procedures related to aquatic programs and facilities to which assigned; recreation and leadership techniques; cash accounting; basic budgeting.

Skill in - effective customer service techniques; interacting and communicating tactfully and effectively with a diverse team; operating modern computers and related software; exercising independent judgement and decision-making skills.

Ability to - practice standard aquatic operation and management techniques; plan and schedule aquatic programs, operations, and facility maintenance; supervise employees and direct the work of others; perform basic mathematical computations; understand and explain written material, policies, rules, and regulations; take remedial actions to prevent unsafe practices and conditions; communicate effectively in writing and verbally; plan and lead training for personnel; analyze trends and suggest program enhancements; establish and maintain effective working relationships with supervisors, staff, community groups, and the public.

Education/Training: Graduation from an accredited college or university with major work in leisure studies or a closely related field and three years of paid leadership experience in aquatics, recreation, or community services programs.

NOTE: A degree is preferred; however, additional paid leadership experience may be substituted for the required education on a year-for-year basis for a maximum of two years. A Master's Degree in Public Administration or a closely related field may be substituted for one year of the required paid leadership experience.

License & Certificates: A valid California Class "C" driver's license or equivalent and a valid First Aid Certificate which meets Emergency Medical Service Authority requirements at time of appointment; valid Cardiopulmonary Resuscitation (CPR) for the Professional Rescuer Certificate, valid Water Safety Certificate, valid Emergency Response Certificate, valid Automatic External Defibrillator Certificate, and valid California Administrative Code Title 22 First Aid Training Certificate within three months of appointment; valid Pool Operator Certificate, valid Aquatic Facility Operator Certificate, valid Instructor Certificate in Lifeguard Training, and valid Instructor Trainer Certificate from the American Red Cross, or equivalent organization, within six months of appointment. All required licenses and certificates must be maintained throughout employment in this classification.

Desirable Qualifications: Two years at the level of an Aquatic Coordinator or equivalent (such as a Senior Recreation Leader).
