POSITION INFORMATION:
Positions allocable to this class typically report to a Supervising Appraiser and are responsible for performing highly specialized and complexaudits of personal property.
Assignments require extensive research and analysis of appraisal data and market rates; analysis and selection of discount, capitalization, and depreciation rates and allowances; an understanding of difficult appraisal concepts such as possessory interest; the application of special appraisal formulas such as those used in the appraisal of commercial airlines; analysis of complex technical materials such as engineering reports, blueprints, developers' construction costs, and lease agreements; and the development of income streams and projections for income producing properties.
Positions require the application of a highly specialized knowledge of appraisal principles, practices, and methods, as well as the ability to apply knowledge of rules and regulations governing the audit process.
Positions performing personal property audit assignments also require the application of a highly specialized knowledge of accounting and auditing principles and procedures.
Essential Job Functions Performs highly specialized and complex audits of commercial, industrial, andprofessional businesses by verifying business property statements against company books and records in compliance with Revenue & Taxation Code.
Completes special projects and studies such as an industry analysis in order to obtain updated information on the valuation of the subject by using available resources (i.e.
external reports of companies, publications, etc.). Prepares complex appraisal reports and represents the Department in defending the appraisal of the more difficult assessment appeal cases before the Assessment Appeals Board (AAB). Testifies as an expert witness at the AAB hearings.
Requirements SELECTION REQUIREMENTS Two (2) years of experience as an Appraiser* auditing and appraisingpersonal property for assessment purposes in the service of Los Angeles County.

*To qualify, applicants must hold the payroll title of Appraiser.
No out-of-class experience in similar classes will be accepted.
SPECIALTY REQUIREMENTS Appraisal staff assigned in the Personal Property Division may be required to work in any geographical area in the County of Los Angeles and travel outside of the County of Los Angeles and the State of California for periods of time of up to 90 days per year as directed by management.

OTHER REQUIREMENTS Appointees must meet certification requirements established by the California State Board of Equalization (SBE) within one year of employment.
LICENSE A valid California Class C Driver License is required tocarry out job-related essential functions.
Appointees will be required to provide automobiles and drive them in the County Service at the rate of compensation allowed by the Board of Supervisors.
PHYSICAL CLASS Physical Class II - Light: Light physical effort which may include occasional light lifting to a 10 pound limit, and some bending, stooping or squatting.
Considerable walking may be involved.
WITHHOLD INFORMATION Permanent employees who have completed their initial probationary period and hold a qualifying payroll title may file for this examination if they are within six (6) months of meeting the selection requirements by the last day of filing.
However, the names of such employees will be withheld from the certification list until the required experience is fully met.
Additional Information EXAMINATION CONTENT This examination will consist of THREE (3) parts: PART I (Weighted 40%): An in-person Written Test measuring knowledge of policies and procedures, assessment laws, written expression and grammar, reading comprehension, and audit personal property assessments.
The written examination is scheduled for Saturday, October 27, 2018 ; PART II (Weighted 20%): An Evaluation of Training and Experience based on the completion of the application and Supplemental Application Questionnaire information provided at the time of filing; and PART III (Weighted 40%): An Appraisal of Promotability (AP) evaluating knowledge and skills,communication and interpersonal skills, work skills and productivity, adaptability,dependability,and ethics.
Candidates must achieve a passing score of 70% or higher on each part of the exam in order to be placed on the eligible list.
WRITTEN TESTS ARE NOT REVIEWABLE BY CANDIDATES PER CIVIL SERVICE RULE 7.19.

Initial salary placement and subsequent salary adjustments will be made in accordance with MAPP guidelines and regulations. DEFINITION: Directs the auditing, investigation, and compliance review of Department of Health Services administrative operations, programs, and practices for conformance to Federal, State, local, and departmental operational requirements, procedures, policies, and fiscal regulations and standards, and advises on policies and practices to achieve compliance therewith. The single position allocable to this class reports to the Director of Health Services or his or her designee on the most sensitive and confidential departmental issues. This position directs Audit and Compliance Division staff in ensuring that Department of Health Services operations conform to established standards upon which services and program quality are measured including adherence to reporting standards, financial accountability, and related requirements. This position is distinguished from other Health services managerial classes by its responsibility for preparation of internal administrative and management studies and memoranda, making staff recommendations to enhance program operations, and complex program compliance requirements, including but not limited to: employment regulations, conditions of participation for State and Federal health coverage and reimbursement programs, regulation of graduate medical education and its fiscal support, false claims regulation, pharmacy regulation, and various other regulatory structures governing the provision of, and reimbursement for, health care services. The position of Chief, Audit and Compliance Health Services requires the exercise of refined written and verbal communication skills, leadership skill and judgment requisite for direction of audit and compliance operations of the Department of Health Services, and teambuilding skills requisite for obtaining consensus from high level departmental managers, medical professionals, and program staff on a wide range of complex operational and program compliance issues. Essential Job Functions Plans, organizes, and directs the identification of compliance priorities, development of an audit plan, and evaluates the work of subordinates conducting audits, investigations, and oversight of major departmentally administered programs such as the Health Authority Law Enforcement Task Force (HALT), and various reimbursement programs for conformance to appropriate program, financial, and operational practices. Directs the continuing planning, development, implementation, administration, and evaluation of compliance related inspections and audits of all Department of Health Services functions. Directs the initiation and conduct of management studies or investigations or addresses other issues as identified by division staff, departmental managers, the Auditor-Controller, or others; oversees the preparation of audit or management investigation findings and recommendations. Oversees the conduct of audits or other administrative reviews by private firms as well as Federal and State agencies, directs the preparation of responses to outside agencies and serves as departmental liaison to the Auditor-Controller of audits or other program reviews; directs the review, evaluation, and departmental response to Auditor-Controller and other agencies; may serve as departmental liaison to the Auditor-Controller on departmental conformance to Health Insurance Privacy and Accountability Act (HIPPA) and related issues. Requirements MINIMUM REQUIREMENTS: Five (5) years of highly responsible administrative*, investigative, management or financial auditing experience for a large organization, two (2) years of which must have included supervision of staff engaged in the analysis and development of solutions to problems related to budget, project management, information systems, organization, personnel, work processing systems and procedures, or other operating programs for a large public or private organization.
