Position Summary

The Commercial Appraiser II assesses the value and classification of commercial, industrial and apartment properties on an annual basis using appraisal methodology, market research, inspections, and sales data analysis. Performs duties as directed by state statues, the Minnesota Department of Revenue, Hennepin County, and the City Assessor.

Essential Duties and Responsibilities

  • Establish market values and property classifications annually for commercial, industrial and apartment properties utilizing market trends, appraisal methodology, sales ratios, and assessment procedures.

  • Defend market values and works with property owners, attorneys, and property tax representatives to resolve tax petitions of commercial, industrial and apartment properties. Including development of narrative appraisal reports and expert testimony for the Minnesota Tax Court.

  • Perform annual quintile property inspections and maintain comprehensive and accurate property records of commercial, industrial and apartment properties within the CAMA system.

  • Annually inspect and estimate the market value of new construction/additions of commercial, industrial and apartment properties.

  • Represent the City at the Board of Appeal and Equalization meetings utilizing detailed market analysis, valuation reports and provide testimony as needed for commercial, industrial and apartment properties.

  • Verify and analyze commercial, industrial, and apartment sales data based on assessment guidelines to support assessed valuations.

  • Administer, inspect, and process disaster abatements in conjunction with external partners.

  • Communicate with property owners, elected officials, governmental agencies, attorneys and tax representatives on matters of assessment procedures, property valuation, and property classification based on the legal requirements for the assessment as set by Minnesota statutes and the Minnesota Department of Revenue.

  • Performs other duties as assigned.

Minimum and Desired Qualifications

Education

Bachelor's degree in real estate, finance, business, public administration, economics, or closely related field.

Experience

Four (4) years of professional experience as an appraiser in an assessing office or a state licensed appraiser.

Licenses/Certifications

  • Licensed Certified Minnesota Assessor (CMA) with the income qualification, or a licensed Certified General Property Appraiser issued by the Minnesota Commerce Department.

  • Accredited Minnesota Assessor (AMA) or must obtain the Accredited Minnesota Assessor license within three (3) years of date of hire.

  • Valid driver's license.

Equivalency

An equivalent combination of related education and experience may be considered.

Knowledge and Skills

  • Knowledge of mass appraisal concepts and procedures

  • Knowledge of the market, income and cost approach to value

  • Knowledge of mass appraisal software including CAMA, MLS, GIS Mapping, MN eCRV, property sketching, and City View Maps.

  • Knowledge of Minnesota state statutes, Minnesota Department of Revenue guidelines and city ordinances as they apply to the assessment process and current appraisal techniques.

  • Knowledge of appraisal principles and practices in accordance with national uniform standards of professional appraisal practices (USPAP).

  • Ability to use and interpret building plans and use of a tape measure in the field.

  • Ability to use a financial calculator and spreadsheet software.

  • Ability to recognize and resolve conflict in a professional and tactful manner.

  • Ability to provide effective written and verbal communications.

  • Ability to read and analyze legal descriptions, blueprints, income and expense statements, budgets, property leases, rent rolls, and appraisal reports.

  • Proven ability and demonstrated commitment to an inclusive workplace related to racial equity, diversity and inclusion.

  • Ability to provide a level of customer service that meets or exceeds customer expectation and satisfaction.

  • Embrace and engage in cultural shift toward Continuous Improvement.

Desired Qualifications

  • Current license as a Senior Accredited Minnesota Assessor (SAMA).

  • Possession of other real estate designation like the CAE, MAI, SRA, CCIM, CRE, etc.

  • Fluency in Spanish, Hmong, Russian, Somali, Laotian or Vietnamese language(s).

Anticipated Work Schedule

Full-time, exempt, non-represented position with the following schedule: Monday through Friday from 8:00 a.m. to 4:30 p.m.

Work Environment

This position is eligible for an Alternative Work Arrangement (e.g., flexible/telework),

in adherence to City policy.

Physical Requirements and Working Conditions

  • Prolonged periods of standing, bending, sitting, stooping, kneeling, and climbing.

  • Conducting field work and property inspections in all types of weather conditions for extended periods of time.

  • Possible exposure to hazardous equipment hazardous contaminants.

  • Office environment; exposure to computer screens; working closely with others, frequent interruptions.

  • Must be able to lift and carry or otherwise move 10 to 50 pounds regularly/occasionally.
