We currently have an opening for an Applications Systems Specialist.

The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

This vacancy is open to current NCDIT employees only or previous NCDIT employees with unexpired RIF priority re-employment rights. Current temporary employees working for NCDIT will also be considered.

The primary responsibility of the Applications Systems Specialist is to develop and/or implement highly complex information technology solutions to enhance enterprise success. This position will provide business and technical support work involving analyzing, designing, and improving applications. This position will collaborate successfully with the Division of Highways business unit representatives, IT Infrastructure Services and application vendors regarding application infrastructure design and development, Software Quality Assurance (QA), and application deployment.

Duties include, but are not limited, to:

  • Gather requirements from clients to understand their business processes

  • Develop highly complex information technology solutions

  • Communicate with project stakeholders

  • Develop software test documentation

  • Supervise and direct the activities of junior developers

  • Enhance and maintain the unit's applications as needed

Selected candidate must reside in North Carolina at time of hire.

The primary purpose of Information Technology (IT) is to provide the full spectrum of information processing services and support for information resource management in the Department of Transportation (DOT).   The primary purpose of the Engineering Applications Development Unit is to coordinate and direct the planning, development, or procurement, installation, and operation of information systems for the various Highway Division Branches and Units.

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Experience designing system infrastructure/architecture

  • Experience developing and/or implementing highly complex IT solutions in an enterprise or large company environment

  • Experience developing software test documentation to include test plans, use cases, and/or test results

  • Software Engineering experience with industry standard Software Development Life Cycle methodologies

  • Experience utilizing the following frameworks, languages, and technologies: .NET, C#, SQL, HTML5, CSS, JavaScript, SharePoint, and Visual Studio

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Experience with web technologies such as Angular, React, Razor, and Blazor

  • Experience with Entity Framework

  • Experience with Windows Forms or WPF desktop applications

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

OR

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development

OR
