In this role as an Applications Systems Specialist, you will be responsible for systems analysis, design, development, implementation, and maintenance support of web-based technical solutions and services. The position will collaborate closely with North Carolina Department of Administration divisions and cross-functional teams, ensuring seamless operations and adherence to quality standards. You will be responsible for independently gathering requirements, designing, and developing application systems within the data architecture established for the State. This position works with management to define and design complex applications to meet the business development requirements of the organization, generally on an enterprise-wide level.  Additionally, this individual's expertise must extend to database management, server maintenance, code deployment, and consultancy to agencies.

Key responsibilities include but are not limited to:

  • Develop and maintain systems, including analyzing processes, creating workflow/flowcharts, recommending hardware platforms, developing prototype screens, defining programming standards, supervising programming tasks, testing and debugging programs, training end users, writing system documentation, and overseeing system implementation

  • Handle system modifications and enhancements, including updating documentation, resolving production control and program runtime issues within 24 hours, and ensuring maintenance of systems regardless of platform or language

  • Manage quality assurance and project management, collaborate on long-term development work plans, establish programming standards, evaluate technology and system architecture, provide expert guidance and mentorship, and conduct thorough unit testing before moving programs into production

  • Serve as a database analyst, creating table structures, stored procedures, and backup procedures, planning shared database elements, and recommending policies for data integrity.

  • Maintain and migrate code, effectively manage servers, configure code deployment to various servers, optimize server performance and security settings, work with version control systems, and understand the network and web firewall rules.

  • Provide consulting experience by evaluating and recommending software, hardware, and programming paradigms to solve complex problems while staying updated on the latest technologies.

  • Experience designing, coding, testing, implementing, maintaining, and/or supporting Microsoft. Net applications software, associated system reports

  • Experience with Microsoft Power Platform and/or MS Dynamics development, configuration, integration, and/or support

  • Experience with database management systems, including Structured Query Language (SQL) query and/or data retrieval design and techniques

  • Experience with Visual Basic and ASP.net

  • Experience providing technical support and/or troubleshooting problems from customers across technical or functional teams

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Working knowledge of creating complex queries and creating ADHOC reports.

  • Extensive experience with Microsoft PowerBI and server administration

  • Agile Development Methodologies

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

OR

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development

OR

High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experienceREMOTE WORK:
