The NC Department of State Treasurer ("DST") is hiring an experienced Applications Systems Specialist to join our IT team.  Your expertise will be pivotal in supporting the implementation and maintenance of new and existing systems and applications across the agency's Business divisions. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

Recruitment range: $81,500 - $118,199

Telework opportunity available once per week after being fully oriented

Primary Responsibilities

  • Analyze various architectural components of DST Business systems to enhance capabilities and upgrade architecture, or ancillary components as needed.

  • Provide implementation planning and support to the NC DST Business divisions in onboarding new projects and maintaining existing systems and applications.

  • Design technical specifications and custom interfacing solutions for both on-premises (Imaging) and Cloud (Power Platform/Oracle) environments for all the functional requirements provided by the business groups.

  • Lead large-scale systems development and/or systems integration projects adhering to proven project management methodologies sanctioned by the Project Management Institute.

The Information Technology Division (ITD) comprises a dynamic team of IT professionals. Our purpose is to plan, develop, implement, and support the technology systems that meet the Department of State Treasurer (DST) operational needs. ITD offers a collaborative work environment and opportunities for professional development.Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Proficient in Power Automate, Power Apps and Power Pages technologies to design and maintain business applications on Azure cloud platform.

  • Experience building custom apps for Dynamics 365/Power Platform/Power BI using Canvas and/or Model Driven Framework.

  • Knowledge of systems security compliance and audit policies (Eg: Certificate Management, application authentication methods)

  • Working knowledge of scripting languages (e.g. PowerShell, Python, JavaScript).

  • Proficient in server and environment configuration/administration concerning internal and public-facing websites.

  • Knowledge of or must independently research and learn any new software development and system integration standards and apply such expertise to supported systems.

  • Must be able to translate business requirements, participate in technical design sessions, and develop detailed technical solutions documentation that aligns with client business objectives into well-architected technical designs.

  • Provide technical expertise to identify and direct issue resolution with external application platforms (Digital Commons, Google Analytics, Sharepoint)

  • Knowledge of emerging technology domains such as DevOps (Development Operations) and Data gateway implementations.

  • Demonstrated ability to communicate with all levels of the organization, from detailed presentations to senior-level management to guiding business requirements and meeting with end users.

  • Knowledge of project management concepts and how to put them into practice running larger-scale enhancements and small to medium independent projects.

  • Demonstrated ability to communicate effectively within all levels of the organization

Management Preference

  • Competitive candidates` will have at least five years of hands-on development and system integration experience with large-scale applications.

  • Preference will be given to candidates with extensive experience using Microsoft Power Platform and emerging low-code technologies.

Bachelor's degree in computer science or an IT-related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development; or

Associate degree in computer science or an IT-related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development; or

High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development; or an equivalent combination of education and experience.
