The NC Department of Technology is seeking an experienced Application Systems Specialist to serve as a Senior Software Developer in NCDIT that supports ServiceNow based technical solutions and services. The applications specialist will work closely with other developers, business analysts, business stakeholders and project managers to provide analysis, coding, design, configuration, testing, implementation, and support to software solutions. The solutions must be aligned with business and IT Strategies and comply with the organization's architectural standards.

Duties include, but are not limited, to:

  • Collaborating with business analysts, IT teams, and end-users to gather and document requirements for new ServiceNow functionalities.

  • Analyzing, designing, coding, testing, implementing, maintaining, and supporting ServiceNow applications and associated system reports

  • This individual will work closely with the Platform Owner, other members of the ServiceNow Team, and software vendors to plan and implement enhancements and upgrades to the software applications, infrastructure, and services

  • This position will have skills and knowledge to create seamless integration between ServiceNow and other systems to enable efficient and effective delivery of IT services. This includes the use of a variety of integration options including using REST web services

  • Reviewing existing functionality and/or processes and identifying areas that improve scalability, performance and learning new technologies as needed

  • Understanding business functions and system needs to develop, implement, and support solutions that meet business specifications

  • Working closely with DIT and other agency customers to address concerns, gather requirements, instruct on best practices and shared policies and guidance, and to coordinate changes and other maintenance concerns

  • Create and work with complex database queries to generate reports to support business customers

To qualify for this position, applicants must document on the application that they possess ALL of the following:

  • Demonstrated experience performing application development in a large-scale software environment such as requirements gathering, applications analysis and/or design, feasibility analysis, cost analysis construction, implementation, testing, debugging and documentation

  • Demonstrated experience working with HRSD (HR Service Delivery) application within ServiceNow

  • Demonstrated experience creating seamless integration between large IT systems such as ServiceNow and/or other systems using REST or other technologies

  • Demonstrated experience in JavaScript or other scripting languages

  • Working knowledge of Software Development Life Cycle (SDLC) methodologies and/or experience applying SDLC methodologies in a large complex application development environment

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • A ServiceNow Certified System Administrator (CSA) or ServiceNow Certified Application Developer (CAD) or ServiceNow Certified HR Implementation Specialist is preferred

  • Experience with one or more of technologies such as HTML5, JavaScript, jQuery, CSS, Angular.js, Rest API, SOAP, JAVA, configuration/customization strategies and implementations, workflow based tools

  • Experience working with ServiceNow reporting and/or experience with visualization tools such as Tableau or PowerBI is a plus

  • Experience with custom app development in ServiceNow is preferred

This position will have access to data within the Division of Criminal Information Network (DCIN); and as such, NC Administrative Code 14B NCAC 18A.0401 mandates that prior to receiving and/or maintaining certification as a DCIN user, applicants:

  • Shall be a citizen of the United States,
  • Shall be at least 18 years of age,
  • Shall agree to a fingerprint-based background search.

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development;

or

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development;

or
