The position is designated Statutory Exempt and is exempt from the State Human Resources Act.

This Applications Systems Specialist Leadwill lead a small group of application developers and contractors that design, develop, and support complex enterprise business solutions for the North Carolina Alcoholic Beverage Control Commission (ABC Commission). The ABC Commission's suite of custom applications is primarily comprised of Microsoft technologies such as ASP.NET MVC, SQL, Server and SharePoint. A strong focus of this position will also be to help modernize current architecture and platforms.

Duties include but are not limited to:

  • Strong leadership skills to serve as team lead for a small group of application developers

  • Plan, organize, and provide oversight of day-to-day work as leader of the team with the ability to reorganize work assignments and adapt their workload, if necessary to unanticipated changes

  • Help design complex .NET applications and analyze and modify existing systems

  • Work closely with business analysts and business SMEs to elicit and gather requirements, write specifications, and test plans

  • Produce deliverables for all phases of the standard development life cycle from functional requirements through final implementation and production support

About the Agency

The NC Department of Information Technology (DIT) is the central IT organization for the State. DIT provides a wide range of enterprise level IT services to participating State and local government agencies including, but not limited to, the following: Data Centers; voice/network communications; end user computing; cybersecurity; identity management; helpdesk, and a variety of application and other IT infrastructure services.

About the Division

The DIT Public Safety application development team within the Department of Public Safety (DPS) provides IT leadership, development services, and consultation to the DPS management and staff for enterprise data solutions. Knowledge, Skills and Abilities / Competencies

Applicants must meet both the Education Requirements andALL Knowledge, Skills and Abilities (KSAs) listed below in order to qualify.

Qualified applicants must submit an application that CLEARLY REFLECTS work experience that demonstrates the following:

  • 5+ years' experience in leading teams and/or managing large scale projects.5+ years' experience in enterprise web application development using Microsoft technologies such as C#, ASP.NET MVC, ASP.NET Web API's, IIS, and SQL Server

  • 3+ years' experience with advanced SQL and database design

  • Working knowledge of infrastructure (such as servers, network, firewall technology, storage)

  • Excellent oral and written communication skills, including the demonstrated ability to provide clear instruction and work directly with non-technical clients to elicit and refine business objectives and translate these requirements into technical specifications

The following Management Preferences are not required, but applicants that possess these skills are preferred:

  • Possess a project management certification or have taken project management related classes

  • Experience with front-end technologies such as Bootstrap, HTML, CSS

  • Experience with Azure DevOps and Git code repositories

Minimum Education and Experience Requirements

Bachelor's degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and four years of progressive experience in business application consulting or development

OR

Associate degree in computer science or an IT related field or related technical degree from an appropriately accredited institution and five years of progressive experience in business application consulting or development

OR

High School or General Education Development (GED) diploma and eight years of experience in business application consulting or development

OR

An equivalent combination of education and experience

This unit is responsible for providing comprehensive automation solutions to enhance service delivery and improve productivity of business activities conducted by the Department; devising automation plans; managing development efforts such as SharePoint; controlling changes to production software; and providing ongoing production support for major automated systems within DHHS.</p><p>The primary purpose of this Applications Systems Specialist position is to provide senior-level business and systems analysis, modeling, and programming for disparate and highly complex applications in a variety of environments utilizing an extensive level of business/business application knowledge, a specialized/advanced technical skill set, or extended experience in a specialized/advanced technical skill set, and which can serve as a mentor in this area(s) to others. This position will provide application development and system administration/configuration support and mentoring for creating new applications and modifying existing applications that may be involved in uplifting many of the older versions and technologies used in the current environment to newer versions and/or state-of-the-art technologies.</p><p>Duties also include participation in strategic and tactical planning with Business Partners, Vendors, and organizational unit management; participating in project planning and estimating efforts; consultation and planning for specific modifications and enhancements to production applications/information systems; monitoring technical effort activities for adherence to schedules, milestones and deliverables; making recommendations to management on enterprise development practices, standards and tools; mentoring and training otherorganizational unitapplications development staff in standard development practices, standards and tools; providingstatus and time reporting; monitoring efforts for quality assurance and adherence to state, departmental and divisional standards and procedures; and application/information system assessment and performance monitoring to avoid preventable interruption of production and to provide optimum quality service to the clients.
