Description of Work
DST is looking for an Applications Systems Manager. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.
This position has the ability to telework at least once a week!
This position has a recruitment range of $83,127 - 128,604
This position provides work in concert with internal and external stakeholders, as well as other IT resources, to analyze, recommend, design, implement, and maintain business applications that support the mission, strategic goals and operational activities of the Department of State Treasurer. It supervises the activities of a team of systems development professionals and directs the delivery of projects and day-to-day operational activities.
The position will:
Provide leadership, management, technical, and strategic direction for the database development and support team.
Analyze business requirements and perform database design and development activities in coordination with business users, software developers, and other application stakeholders.
Lead the development and enhancements of new and existing applications* as required by business divisions.
Identify, evaluate, and recommend new technologies for incorporation into supported applications.
Lead the provisioning of operational support and address incidents impacting application systems.
Guide the development activities of other developers and provide ongoing coaching and mentoring.
Manage and provide database development and support services for varying number of applications.
Plan and set the database development and support team direction to ensure continued strategic alignment to the IT plan and the DST Strategic plan.
Manage the database development and support team personnel, resource allocation, and succession plan.
Plan future enhancements and upgrades to meet the customer needs.
Manage large-scale systems development projects adhering to proven project management methodologies sanctioned by the Project Management Institute.
The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.
The Information Technology Division's (ITD) primary purpose is to plan, develop, implement and support the technology systems that meet the operational needs of the Department of State Treasurer (DST).
Knowledge, Skills and Abilities / Competencies
Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
Expert knowledge and ability to develop and support large-scale database systems both on-premises and cloud based.
Demonstrated ability to evaluate and make recommendations on business needs and any process improvements being discussed and/or requested.
Demonstrated ability to review business requirements provided by the business division and translate those into comprehensive technical design documents
Demonstrated ability to communicate at all levels of the organization, from
detailed presentation to senior level management, to guiding business requirements meetings with end users.
Knowledge of project management concepts and how to put them into practice running large scale projects and other enhancements.
Proven experiencemanaging, coaching, and mentoring a team of database
and/or software developers.
Excellent interpersonal and communication skills.
Demonstrated extensive experience using Microsoft on-premise and/or cloud computing
Minimum Education and Experience Requirements
Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of
experience in programming and applications analysis or related work; or
Bachelor's degree from an appropriately accredited institution and six years progressive experience in the field of information technology including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience.
