Description of Work

DST is looking for an Applications Systems Manager. This is a full-time position (40 hours per week) with State Benefits, including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.

This position has the ability to telework at least once a week!

This position has a recruitment range of $83,127 - 128,604

This position provides work in concert with internal and external stakeholders, as well as other IT resources, to analyze, recommend, design, implement, and maintain business applications that support the mission, strategic goals and operational activities of the Department of State Treasurer. It supervises the activities of a team of systems development professionals and directs the delivery of projects and day-to-day operational activities.

The position will:

  • Provide leadership, management, technical, and strategic direction for the database development and support team.

  • Analyze business requirements and perform database design and development activities in coordination with business users, software developers, and other application stakeholders.

  • Lead the development and enhancements of new and existing applications* as required by business divisions.

  • Identify, evaluate, and recommend new technologies for incorporation into supported applications.

  • Lead the provisioning of operational support and address incidents impacting application systems.

  • Guide the development activities of other developers and provide ongoing coaching and mentoring.

  • Manage and provide database development and support services for varying number of applications.

  • Plan and set the database development and support team direction to ensure continued strategic alignment to the IT plan and the DST Strategic plan.

  • Manage the database development and support team personnel, resource allocation, and succession plan.

  • Plan future enhancements and upgrades to meet the customer needs.

  • Manage large-scale systems development projects adhering to proven project management methodologies sanctioned by the Project Management Institute.

About Us:

The Department of State Treasurer's campus is located off Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.

The Information Technology Division's (ITD) primary purpose is to plan, develop, implement and support the technology systems that meet the operational needs of the Department of State Treasurer (DST).

Knowledge, Skills and Abilities / Competencies

Qualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:

  • Expert knowledge and ability to develop and support large-scale database systems both on-premises and cloud based.

  • Demonstrated ability to evaluate and make recommendations on business needs and any process improvements being discussed and/or requested.

  • Demonstrated ability to review business requirements provided by the business division and translate those into comprehensive technical design documents

  • Demonstrated ability to communicate at all levels of the organization, from

  • detailed presentation to senior level management, to guiding business requirements meetings with end users.

  • Knowledge of project management concepts and how to put them into practice running large scale projects and other enhancements.

  • Proven experiencemanaging, coaching, and mentoring a team of database

and/or software developers.

  • Excellent interpersonal and communication skills.

  • Demonstrated extensive experience using Microsoft on-premise and/or cloud computing

technologies.

Management Preferences:

  • Minimum of five years of hands-on data base development and support experience.
  • PMP credentialed candidate in good standing with the Project Management Institute (PMI).

Minimum Education and Experience Requirements

Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of

experience in programming and applications analysis or related work; or

Bachelor's degree from an appropriately accredited institution and six years progressive experience in the field of information technology including at least two years of experience in programming and applications analysis or related work; or an equivalent combination of education and experience.

VIEW JOBS 11/30/2022 12:00:00 AM 2023-02-28T00:00 <p>Description of Work</p><p>The Health and Human Common Applications Management Unit includes a large staff of IT professionals who support critical Departmental, multi-Divisional or Program critical software applications, including Common Name Data Service. This unit is responsible for providing comprehensive automation solutions to enhance service delivery and improve productivity of business activities conducted by the Department; devising automation plans; managing development efforts such as SharePoint; controlling changes to production software; and providing ongoing production support for major automated systems within DHHS.</p><p>The primary purpose of this Applications Systems Specialist position is to provide senior-level business and systems analysis, modeling, and programming for disparate and highly complex applications in a variety of environments utilizing an extensive level of business/business application knowledge, a specialized/advanced technical skill set, or extended experience in a specialized/advanced technical skill set, and which can serve as a mentor in this area(s) to others. This position will provide application development and system administration/configuration support and mentoring for creating new applications and modifying existing applications that may be involved in uplifting many of the older versions and technologies used in the current environment to newer versions and/or state-of-the-art technologies.</p><p>Duties also include participation in strategic and tactical planning with Business Partners, Vendors, and organizational unit management; participating in project planning and estimating efforts; consultation and planning for specific modifications and enhancements to production applications/information systems; monitoring technical effort activities for adherence to schedules, milestones and deliverables; making recommendations to management on enterprise development practices, standards and tools; mentoring and training otherorganizational unitapplications development staff in standard development practices, standards and tools; providingstatus and time reporting; monitoring efforts for quality assurance and adherence to state, departmental and divisional standards and procedures; and application/information system assessment and performance monitoring to avoid preventable interruption of production and to provide optimum quality service to the clients.
