Description of Work
This position is a Senior Manager in the Office of NC FAST, reporting to the NC FAST Deputy Director of Operations and Maintenance. Through assigned development teams, this position is responsible for maintaining all NC FAST production software applications, for providing oversight and supervision for large-scale IT operations, and for managing the software release process. Job responsibilities include the following;
Lead a staff of IT Managers, senior technical leads, and multiple development teams to plan, develop, maintain and modify NC FAST applications for meeting the DHHS business needs and functions
Leverage and oversee 90+ state, contractor and partner-vendor staff for systems and applications development, enhancement and operations
Interact with the business partner leadership team
Coordinate with IT Directors and other IT managers in NCDHHS, and representatives from other state agencies and the federal government
Document requirements, plans, designs, develops, tests, implement and maintain software solutions with the help of subordinates and vendors
Responsible for the development, negotiation, mediation, conflict resolution and performance management of multiple vendor contracts related to the NC FAST program
Work very closely with Federal and State Agencies for managing federal mandates and compliance.
Salary Grade IT12; Recruiting Range $113,817-$132,000

10 years of professional IT experience
3 years in a supervisory role
Experience leading a statewide system deployment, including designing and developing many functional areas
Negotiation and conflict resolution skills with the ability to effectively communicate persuasively
Strong understanding of human services operations and regulatory requirements
Demonstrated experience managing roadblocks and cultivating relationships with business stakeholders, other State agencies and Vendors; effectively communicating direction, work priorities and risks across DHHS enterprise at various levels of leadership
Experience with agile software development management methodologies
Experience managing or supporting a service-oriented architecture environment
Minimum Education and Experience Requirements
Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and four years progressive experience including at least two years of experience in supervisory capacity
Bachelor's degree from an appropriately accredited institution and five years progressive experience in the field of information technology including at least two years of experience in supervisory capacity
An equivalent combination of education and experience.
A degree directly related to the technical nature of the application(s) assigned may be substituted for up to six months of the experience requirements.
