Description of Work
The Applications Systems Manager I provides management to a large staff of professional and technical employees to plan, develop, maintain and modify the NC FAST software application that is used by all 100 NC counties and that directly or indirectly affect health and human functions for DHHS, including the provision of (or payment for) related services. Other job responsibilities include the following:
Coordinating with IT directors and other IT managers, and representatives from other state agencies and the federal government.
Documenting requirements, planning, designing, developing, testing, implementing and maintaining software solutions
Developing, negotiating, mediating, conflict resolution and performance management of vendor contracts for health and human applications
Salary Grade IT011; Recruitment Range $101,622 - $121,500

About the Office of NC FAST:
North Carolina Families Accessing Services through Technology (NC FAST) is a program designed to improve the way the DHHS and the 100 county departments of social services conduct business. NC FAST introduces new technological tools and business processes that will enable staff to spend less time performing administrative tasks and more time assisting families. Extensive experience estimating projects, analyzing requirements in addition to applying software development life-cycle methods
Experience with common development platforms, such as those for business process, activity and transaction management; complex event processing; enterprise performance management; integration and development; and multi-protocol message transport and communication
Expertise in providing advice and guidance in application design, development and support for a diverse set of Web-based applications
Experience managing or supporting a service-oriented architecture environment
Management prefers candidates with the following:
8 years of professional history reflecting increasing responsibility in information technology or related field
3+ years' in a supervisory management role
Experience procuring and implementing commercial off-the-shelf software products or developing and implementing in-house software applications
Knowledge of contracting processes and demonstrated ability to develop and review procurement documents, coordinate and oversee all technical evaluations, technical effort timelines and estimates
Experience with North Carolina DHHS human service programs; and IT experience in a health care arena.
Minimum Education and Experience Requirements
Bachelor's degree in Computer Science, Computer Information Systems, Computer Engineering, Math, Engineering or other related technical degree from an appropriately accredited institution and five years progressive experience including at least two years of experience in programming and applications analysis or related work;
Bachelor's degree from an appropriately accredited institution and six years progressive experience in the field of information technology including at least two years of experience in programming and applications analysis or related work;
A degree directly related to the technical nature of the application(s) assigned may be substituted for up to six months of the experience requirements;
An equivalent combination of education and experience
